Background

Considering the relationship between Afghanistan’s culture and creative industries and its economic trajectory, the Afghan Government together with UNESCO initiated the establishment of the National Program for Culture and Creative Economy (NPCE) in May 2016. NPCE will prepare a national drive for culture by emphasising on the role of culture within national priorities. The program will pave the ground basis for the long-term national policy for the culture sector in Afghanistan, favouring economically sustainable projects that empower local actors and communities to leverage the value of labour and resources. It will be a valued partnership platform for building up Afghan awareness and appreciation of its cultural diversity.

Program coordinator for the NPCE will be the key member of the UNESCO’s multi-partner trust fund for NPCE, and will manage the day to day activities of the fund as well as donor outreach.

Job Description

Under overall authority of the Director of UNESCO Kabul Office and under the direct supervision of the Chief of Culture Unit and the Program Manager of the UNESCO Multi- Partner Trust Fund of National Program of Culture and Creative Economy, the Program Coordinator shall:

  • Liaise and cooperate with the Afghan Government in setting up Steering Committee meetings for the Trust Fund of National Program of Culture and Creative Economy;

  • Support in smoothening the work flow of the NPCE Secretariat by coordinating agendas, submitting issues for consideration and approval;

  • Coordinate with UNESCO HQ and Admin unit to process donor contributions and ensure funds are disbursed to projects in a timely manner and in accordance with agreements;

  • Monitoring NPCE performance and ensure effective and timely communication to donors and other stakeholders for the delivery of reports;

  • Provide support to strategy formulation and work program management, quality assurance, and day-to-day NPCE activities;

  • Draft work plans for the implementation of approved projects by the Steering Committee;

  • Develop close collaboration with major media groups and press in Afghanistan to facilitate and assist awareness raising activities in culture sector;

  • Provide assistance in planning and strategizing the implementation mechanism of project activities;

  • Provide assistance in establishing efficient and effective monitoring system for project activities;

  • Assist the program manager in the recruitment of the Culture Unit personnel based on UNESCO’s HR Manual;

  • Monitor the project’s budget and contracts and follow-up on the submission of deliverables for instalments;

  • Provide support in drafting donor reports and formulating proposals for new projects;

  • Perform other tasks assigned by the head of Culture Unit;

  • Supervise the budget, financial and administrative matters and preparation of

    documents concerning the major activities;

  • Consolidate the information from Culture Unit Team and draft quarterly donor progress report, annual report, and final report.

    Requirements

    Master degree in international relation, development studies, social sciences or other related fields.

  • Management: Good judgment and initiative, imagination and resourcefulness, energy and tact; Plans, prioritizes and delivers a variety of tasks on time; Exercises sound judgment/analysis; Be able to operate and function with the senior level staff.

• Communication: Excellent oral and written communication skills; Listens actively and responds effectively; Fluency in written and spoken English. Knowledge of Dari and/or Pashto is an asset.
