1. BACKGROUND, OBJECTIVES AND JUSTIFICATION
The assignment falls in the framework of the project “Support to livelihoods through cultural heritage development”, financed by the European Union’s MADAD-EU Regional Trust Fund in response to the Syrian crisis.
The project aims to engage Syrians and Jordanians in their communities in the preservation and development of cultural heritage sites for tourism purposes in the northern districts of Jordan (Irbid, and Mafraq) through the use of Employment Intensive schemes for safeguarding and rehabilitation of cultural heritage sites. The project brings together the core competencies of UNESCO and ILO to ensure dignified, sustainable livelihoods and create economic opportunities in the field of cultural heritage.
Direct stakeholders include public institutions, private sector and academic institutions as the Ministry of Tourism and Antiquities (MoTA), the Department of Antiquities (DoA), including its offices in the two concerned Governorates, the Ministry of Labour (MoL) and the Jordan Tourism Board. The Project seeks to establish partnerships with relevant Jordanian academic institutions, in selected Governorates, to ensure that fresh graduates and skilled workforce from disciplines pertinent to Cultural Resources Management (CRM) works are integrated in the Project.
As part of the project, maintenance, conservation and rehabilitation works are planned to be carried out at the following 6 heritage sites: Umm Qais/ Tall Zira’a, Pella and Beit Idis in Irbid Governorate, in addition to Rihab, Um as-Surab and Al Fudayn in Mafraq Governorate.
As part of the present contract, the project sites that will be targeted during the timeframe of the present contract are Rihab, Al-Fudayn and Um as-Surab in Mafraq Governorate in addition to Bait Eidis and Pella in Irbid Governorate.
2. DUTIES/TASKS AND EXPECTED OUTPUT OF THE ASSIGNMENT:
Within this framework and under the direct supervision of the Project Officer, and in close collaboration with the Senior Field Architect, the Consultant will provide specialized expertise to support the UNESCO Amman office in the monitoring of the heritage conservation interventions at the heritage sites targeted by the project. The field architect is expected to work on a full-time basis and perform the following specific tasks, in close coordination with UNESCO Office in Amman:
- Supervise, in coordination with UNESCO, the Senior Field Architect, the NGO responsible for managing the field workers and the technical project partners in charge of the development of the Site Maintenance and Tourism Development Plans and their supervision on site, the quality of works executed in the selected sites and their adherence to international standards in heritage conservation;
- Support in the site management operations during the execution of the works, in coordination with the technical partners engaged to develop the Sites Maintenance and Tourism Development Plans, the NGO in charge of managing the workers, the senior and junior technicians (hired by the NGO) and the NGO field staff, to ensure the work is executed effectively and in accordance with the design specifications of the Site Maintenance and Tourism Development Plans;
- Advise UNESCO on any potential risk to the heritage assets deriving from the works and provide suggestions to address those risks;
- Contribute to relevant capacity development activities designed by the technical project partners to be delivered to the workers during the contract period;
- Regularly coordinate with the UNESCO Amman Office concerned staff as well as with the Senior Field Architect in providing the necessary technical details on the interventions carried out and any relevant information on the implementation of the works including the challenges faced;
- Submit narrative reports, which describe the activities carried out during each reporting period, progress achieved, challenges, lessons learned, etc. at each site.
3. TIMETABLE AND DELIVERABLES
The total duration of the current contract is from 1st November 2022 to 28th February 2023, with a possibility of extension to 30th April 2023 based on extension of project.
i. Narrative report #1 with a detailed description of the activities carried out during the reporting period.

Long Description
4. Payment and Travel
i. The amount for this Consultancy is based on a monthly rate of JOD 1,500. The payment for this assignment will be released upon delivery of satisfactory services, submission of narrative report, and a signed payment claim.
ii. In order to undertake the above-mentioned activities, the consultant is expected to conduct regular field visits to the targeted sites in the North of Jordan.
To this end, UNESCO will provide the consultant with a vehicle for the whole duration of the work assignment and the consultant will be reimbursed to cover the costs for the fuel and any overnight field missions undertaken as part of this assignment.
Long Description
Travel reimbursements will be paid against actual expenses and subject to the submission of the following documents:
- UNDSS Security Clearance;
- Signed travel order;
- Proof of fuel expense, payment will be based on the reimbursement rate of $0.20 (0.145 JOD) per km;
- Invoice for overnight field visits costs (if any);
UNESCO will reimburse the consultant on the travel costs only on the dates matching the Signed Travel Order and Security Clearances submitted.
UNESCO cannot accept responsibility for a claim or refund that may arise from the personal travel arrangements made.

5.REQUIRED QUALIFICATIONS
Education:
Advanced University degree in architectural conservation or similar field.
Work experience
At least 3 years of field experience relevant to the field of cultural heritage and/or architectural conservation.
Language
Fluency in oral, reading, and written English and Arabic is required.
Competencies and Skills
Proficiency in AutoCad, 3Ds Max, Adobe Photoshop or other relevant software.
Work experience
• Experience in Irbid and/or Mafraq in the field of cultural heritage and/or architectural conservation; • Experience with assignments focusing on cultural heritage through employment intensive schemes or as part of livelihood projects, etc.; • Previous experience with the UN is a plus.
Competencies and Skills
• Familiarity with the context of Jordan; • Demonstrated integrity in following the United Nations values and ethical standards; • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
