Scope of Work
Integrity is seeking a Start-up Specialist to lead on a range of operational and administrative tasks necessary for the rapid mobilization of a newly awarded project to be implemented in Erbil. The Start-up Specialist (STTA) will work closely with a locally hired Start-up Officer (CCN), with support and guidance from Home Office (HO) personnel.
Terms of Reference
The Start-up Specialist will be responsible for:
- Supporting recruitment efforts of;
- Locally hired Start-up Officer (CCN)
- Locally hired Security and Operations Manager
- Any other locally hired position as directed by the Project Management Unit (PMU)
- Identifying suitable project facilities including project office and residential options.
- Negotiating lease agreements for project facilities with relevant local lettings agencies.
- Conducting a Security Risk Assessments (SRA) of the Erbil operating context under the guidance of the Senior Operations Manager (HO).
- Conducting SRAs of potential project facilities and share recommendations with HO.
- Engaging local lawyer on Integrity’s registration in the Kurdistan Region of Iraq (KRI), and HR and labor law related matters, if required.
- Representing Integrity at subcontractor and vendor meetings, such as those with the Iraq private security provider (PSP).
- Identifying suitable Erbil-based driver service contract (vehicle and driver service) for local travel; negotiate service agreement.
- Identifying suitable bank options and provide summary recommendations to HO Finance team for final approval/selection. Oversee the opening of a company bank account(s).
- Identifying suitable local private healthcare insurance providers for CCN project staff and provide summary recommendations to PMU for final approval/sign-off.
- Identifying insurance providers for project facilities, assets, and inventory under the guidance of the PMU.
- Identifying internet and utilities suppliers (if applicable); negotiate service agreements on technical guidance from Integrity’s HO IT Manager.
- Based on market conditions and current company practice, recommend procurement thresholds to PMU to inform Procurement procedures.
- Developing a list of all necessary assets and inventory for project facilities, in line with the budget. Oversee the procurement of and equipping of project facilities accordingly.
- Providing key information and locations of Erbil based sites and services to inform the project Security Management Plan, under the guidance of the Senior Operations Manager (HO).
- Preparing or update any project Standard Operating Procedures (SOPs) under the guidance of the PMU.
- Any other responsibility relating to project start-up, as directed by the PMU.
Your Experience and Expertise
- Experience in supporting start up activities for international organisations.
- Experience in negotiating service contracts with a range of vendors and suppliers.
- Experience of managing local (national) staff, ideally in relation to project start-up.
- Understanding of the local socio economic and cultural context preferred.
- Self-motivated with demonstrated experience of working effectively unsupervised.

- Maintain organised records and track and report progress on tasks regularly.

Languages:
- Written and oral fluency in English, with the ability to write clear and compelling narrative.
- Some knowledge of Kurdish (Kurmanji/Sorani) and/or Arabic is desirable.
