Project Background

PEARL aims to improves USAID’s ability to identify the systems that facilitate or diminish armed conflict and violence, to provide USAID with actionable recommendations to prevent, manage, or mitigate violent conflict and its effects, and to build evidence for effective peacebuilding and violence prevention. PEARL is a mechanism providing USAID’s peacebuilding community of practice with access to a range of flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); promote institutional memory; produce evaluation, learning products as appropriate; strengthen knowledge management and organizational learning, organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Scope of Work

Integrity Global is looking for a Researcher, who will provide support with data collection and analysis for a study evaluating the ‘Conflict Sensitivity Hub’ in Honduras. This study's purpose is to better understand how and to what extent the integration of conflict sensitivity has supported improving development outcomes. The Researcher will need to conduct three site visits, with at least two visits outside Tegucigalpa. Location of the site visits will be determined in mid-May.

Key Research questions that will be used to inform recommendations for the client include:

  1. How was the Activity operating before the conflict sensitivity hub?
  2. What changed because of the integration of conflict sensitivity into activities?
  3. What have been some of the positive or negative changes?
  4. What changes are likely to remain and continue in the near and long term?
  5. What impact has conflict sensitivity integration had on the objective or outcome of the activities?
  6. What recommendations do the Implementing Partners have to further integrate conflict sensitivity? What is needed of the donor?

Terms of Reference

  • Create a brief plan for review and approval of timebound research deliverables.
  • Literature review on Implementing partner’s activities and on the integration work.
  • Participate in key meetings, including training and workshops.
  • Create data collection tools with support of Lead Evaluator.
  • Lead data collection process, including interviews or focus groups.
  • Lead all logistics and communication with the Implementing Partners to schedule interviews and focus groups (no surveys will be conducted as part of this research).
  • Adhere to security protocols.
  • Produce short documents that answer the key research questions.
  • Provide a copy of all interviews or focus group data, including interview notes and transcripts.

Timeline: The work will take place virtually between May 15th and June 30th, 2023. Field visits will take place between June 5th and June 20th. The summary report will be due no later than July 10th. The number of working days to complete the assignment is expected to be 35 days. The Researcher may work with a Logistician and hire a vehicle.

Your Experience and Expertise

  • 10 to 15 years of experience conducting research or evaluations.
  • A university degree in social sciences, humanitarian studies, peacebuilding, or conflict resolution.
  • Experience with monitoring and evaluation or other relevant discipline.
  • Demonstrated knowledge of evaluations and research.
  • Honduras citizenship and based.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
  • Exceptional communication capacities in Spanish.
  • Writing/organization skills and a demonstrated ability to deliver written products (Evaluation Report and PowerPoint) required in Spanish.
