Purpose of position:

The International Bar Association (IBA) is a global federation of lawyers, Law Societies and Bar Associations which works to influence the development of international law reform and shape the future of the legal profession. Its 190 Membership Organisations and 80,000 individual members cover all continents. The IBA’s Human Rights Institute was established in 1995 and works across the association, helping to promote, protect and enforce human rights under a just rule of law, and to preserve the independence of the judiciary and legal profession worldwide.

The IBAHRI works to promote and protect the rule of law and the ability of lawyers and judges to practise freely and independently. It does so by sending fact-finding missions worldwide leading to long-term technical assistance programmes in partnership with Bar Associations and Law Societies; sending trial observers; intervening by making representations to authorities worldwide; organising human rights training for lawyers and judges; liaising closely with international and regional human rights organisations, and producing newsletters and other publications.

Reporting to the IBAHRI Director and joining a team of ten people, the IBAHRI Programme Lawyer’s duties include, but are not limited to:

• Develop and manage projects, including technical assistance and training programmes, with particular attention to Eastern Europe and Central Asia regions, within the IBAHRI mandate;

• Develop and maintain relations with donors and secure funding for projects; write funding proposals; compile budgets and monitor expenditure;

• Draft advocacy submissions and undertake advocacy work, where appropriate with other relevant IGOs and NGOs, and represent the IBAHRI at appropriate international meetings;

• Undertake, manage and commission relevant legal research;

• Accompany fact-finding delegations and oversee writing and publicity of reports; follow up on recommendations made;

• Manage the involvement of IBA members, external legal experts and, where appropriate, consultants, in the delivery of projects;

• Draft press releases and represent the IBA to the media;

• Travel as required

Knowledge and experience:

Applications are invited from candidates with:

• a law degree; post-graduate qualifications in human rights preferred;

• at least three to five years of practical and varied legal experience, preferably in a fast- paced environment.

• field experience in rule of law projects involving human rights training programmes

• field experience in Eastern Europe and Central Asia regions

• experience in report writing and project administration;

• experience in project management, financial management and fundraising; experience in managing consultants an advantage;

• strong analytical and writing skills, including the ability to write concisely and under pressure;

• confident communication skills; experience in dealing with senior legal professionals at a high level an advantage;

• fluent written and spoken English; plus a working knowledge of written and spoken Russian. Fluency in one of the local languages (Tajik; Kazakh; Azerbaijani) an advantage

• ability to work well in a team and be flexible;

• ability to multi-task and be innovative;

• willingness to travel frequently.
