How the Manager, MEL role fits into the Integrity team

The Manager, MEL role will be focused on the delivery of MEL services in one of Integrity’s priority thematic areas – climate security.

The Manager, MEL’s core responsibility will be to help deliver the results monitoring and learning component of UK Partnering for Accelerated Climate Transitions (UK PACT), a global UK Government programme that provides technical assistance to support climate change mitigation and adaptation goals. The programme is currently at proposal stage and the recruitment of this position is dependent on a successful proposal outcome. The role will be based in our offices in London, UK, with regular project-focused travel. The role will sit within Integrity’s Services team, which leads on the design and delivery of our technical work. The role will report to a Senior Manager within the Integrity Services team, and to the UK PACT GESI MEL Lead for project-specific work.

Scope of Work

The Manager, MEL will be predominantly involved in project delivery.

The Manager, MEL will support the technical delivery of the results monitoring and learning component of UK PACT.

UK PACT is a UK Government programme, funded through International Climate Finance (ICF) and managed by FCDO, that has been running since 2018. UK PACT is a flexible technical assistance (TA) programme that is designed to support ODA-eligible countries to increase their future climate ambitions, reduce their greenhouse gas emissions, and accelerate just transitions to clean growth. A key feature of UK PACT is that it aims to respond explicitly to partner government demand for capacity building interventions, and that it shares UK expertise (for example in areas such as climate legislation, green finance, and smart energy).

Under this phase 2 of UK PACT, the programme will continue to work primarily in countries with higher emissions reduction potential (primarily Middle-Income Countries). UK PACT will partner with governments and key institutions to support the development of low-carbon policy, to increase their capacity, and to leverage further funding from public and private sources. While the programme will be primarily focused on supporting mitigating actions, as UK PACT expands it will broaden its offer to support adaptation and resilience where these are complementary. UK PACT projects will be designed to be catalytic in nature, aimed at shifting public funding and private finance towards low-carbon development and infrastructure investment.

The programme will be able to support a just low-carbon transition in any sector of the economy, depending on demand in the country. UK PACT will co-ordinate with other UK programmes and other donors to make sure that our interventions are additional and focused on where UK PACT can add value. The programme will deliver this capacity building by funding projects that support key institutions (for example, government departments, local authorities, research institutes, or the private sector), as well as funding experts who are embedded within these organisations through long-term secondments. In addition, the programme will have unparalleled access to UK public sector policy experts and a large roster of industry and academic experts that it will flexibly deploy to build capacity in specific areas through short-term “skill-shares.”

The Manager, MEL’s key responsibilities include supporting the development of the programme’s MEL system and the ongoing collection, analysis and reporting of programme results data. The role will be based in the programme’s central MEL team in London but will provide support to regional MEL teams operating in Latin America, Africa and Asia. The Manager, MEL will also share technical and thematic knowledge gained on the programme with the wider Integrity team.

Terms of Reference

Technical delivery (95%)

You will:

  • Support the development of theories of change and results frameworks.
  • Support the collection, analysis and reporting of qualitative and quantitative data.
  • Support the coordination, preparation and facilitation of learning activities.
  • Support the development and implementation of a programme-wide gender equality and social inclusion (GESI) marker, GESI results collation and GESI-focused learning activities.
  • Provide technical and coordination support to Regional MEL and GESI specialists, based in Bogota, Johannesburg and Thailand.
  • Support the use of a programme-wide Results Management System (RMS).
  • Ensure quality assurance processes are followed.
  • Oversee the work of short-term technical experts on specific deliverables.

Thought Leadership and Learning (5%)

You will:

  • Enhance Integrity’s approaches and methodologies, with a view to promoting innovative practices and positioning the organisation as a practice/thought leader.
  • Share knowledge gained through project delivery and wider experiences with the internal team.

Your Experience and Expertise

You will have:

  • At least 5 years’ experience working within the international development, research and/or the consultancy sector, with a focus on monitoring, evaluation and learning.
  • Demonstrated experience developing theories of change and results frameworks.
  • Demonstrated experience in primary and secondary qualitative and quantitative data collection methodologies and instrument design, including key informant interviews, focus group discussions and surveys.
  • Demonstrated experience of quality control, quality assurance, and analysis of monitoring data; contributing to the writing of monitoring and learning reports in a variety of reporting formats.
  • Demonstrated experience managing monitoring and reporting across multiple workstreams/programme components.
  • Ability to communicate effectively with colleagues and clients, verbally and in writing.
  • Excellent problem solving, organising and management skills.
  • Ability to prioritise changing and competing demands and tasks, while consistently delivering quality work.
  • Outstanding interpersonal and communication skills, collaborative and constructive approach to working with others, building effective relationships internally and externally.
  • Strong proficiency with Word, Excel, and PowerPoint; and competency working with and quality assuring qualitative and quantitative analysis software outputs (e.g., NVivo, R).

It is desirable that you will also have:

  • Experience providing MEL for climate change mitigation and/or adaption programming.
  • Experience providing MEL for technical assistance programming.
  • Experience embedding GESI in MEL frameworks and processes.
  • Experience with Outcome Harvesting and the development of stories of change.
  • Experience providing International Climate Finance KPI reporting.
  • Experience providing MEL support to UK Government development programming.
  • Previous work experience in any of the relevant countries covered by UK PACT across Africa, Asia and Latin America: Kenya, South Africa, Nigeria, Indonesia, Vietnam, India, Thailand, Mexico, Colombia, Brazil.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
