OVERVIEW OF THE FUNCTIONS OF THE POST
Emergencies caused by armed conflict and instability, pandemics, climate change and disasters disrupt education and leave millions of children and youth out of school worldwide. Since its foundation in 1945, UNESCO has been working across the globe to support the most vulnerable populations, with the objectives of achieving Sustainable Development Goal 4: Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.
Considering that access to learning opportunities during crises is lifesaving and life-sustaining, UNESCO works to ensure that education remains a priority in preparedness, response and recovery for migrants, refugees, internally displaced people, returnees, and host communities.
In this context, UNESCO’s action aims to support the Member States and education partners to:
- Develop and review legal frameworks, policies, and education plans to promote inclusion, address marginalization, protect and advance the rights of displaced persons, vulnerable migrants, and their host communities; and
- Foster safe, inclusive, healthy, and supportive teaching and learning environments for displaced persons, vulnerable migrants, and their host communities.
Central to the above actions is the enhanced capacities of UNESCO in operational contexts. The Project Appointment position thus contributes to strengthening UNESCO’s position by way of field support and coordination, including Ukraine response, and substantially contribute to knowledge generation and dissemination in close coordination and collaboration with Field Offices.
Under the overall authority of ADG/ED, the guidance of the Director of the Division for Education 2030 and the immediate supervision of the Chief, Section of Education for Migration, Displacement and Emergencies (EME), the incumbent will serve as the Section's lead coordinator for the operationalization of the UNESCO Global Strategic Framework on Education for Forcibly Displaced and Vulnerable Migrants and in so doing, substantively contribute to coordination and technical support to the Field Offices, in close coordination and collaboration with the EME section team. Concretely, the incumbent will undertake the following tasks:
- Operationalize the Global Strategic Framework in line with global instruments, frameworks, initiatives and UNESCO's commitments by developing, monitoring, and reporting on its operational plan on a biennial basis, in close coordination and collaboration with HQ Divisions, Field Offices and Institutes.
- Develop and lead the implementation of UNESCO's strategic approach to enhancing field support and coordination, including by identifying and supporting to bridge, capacity gaps the field network, implementing and monitoring EiE training initiatives for UNESCO staff, and contributing to the development and implementation of context-specific strategies, plans, programmes and projects.
- Support the Chief of Section to coordinate Education Sector's Ukraine education response.
- Contribute to knowledge generation and dissemination relevant to the section's work.
- Contribute to resource mobilization and partnership development.

REQUIRED QUALIFICATIONS
Education
- Advanced degree (Master's or equivalent) in Education, Public Policy, or related disciplines in social sciences.
Work Experience
- Minimum 7 years of progressively responsible and relevant professional experience in education, of which preferably 3 years acquired at international level.
- Experience in strategy and plan development, monitoring and reporting, project development and implementation related to migration, displacement, and emergencies.
- Experience in UNESCO/UN in emergency contexts.
Skills and Competencies
- Familiarity with UNESCO's mandate, structure, and programmes.
- Knowledge of national education priorities and the UN system's work in Ukraine.
- Knowledge of other international/regional mechanisms and networks in the areas related to Ukraine’s education response.
- Ability to conduct independent research and analysis on sustainable development topics, and determine the suitability, validity and accuracy of data from different sources.
- Strong interpersonal and communication skills, including interacting with various actors and working effectively and respectfully in a multicultural environment.
- Openness in sharing information and keeping people informed.
- Client and solution/problem solving skills including proposing innovative approach/thinking.
- Excellent knowledge of computer systems and office-related software.
Languages
- Excellent knowledge (written and spoken) of English.
- Good knowledge of Arabic or French
DESIRABLE QUALIFICATIONS
Work Experience
- Experience in/with UNESCO in the Field, including in emergency settings.
BENEFITS AND ENTITLEMENTS
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is USD 103,961.
