I. Background:
UNESCO works to Strengthen Pre-Service Teacher Education in Myanmar (STEM). The project addresses four fundamentally important aspects of pre-service teacher education. These include:
• formulating a policy framework of pre-service teacher education and identifying standards for quality assurance,
• improving the curriculum and creating good networks to accumulate and share knowledge and experiences,
• developing institutional/management and human resource capacities, and
• mainstreaming inclusion and equity issues in teacher education.
Under the STEM project outcome 1, UNESCO has extended support to ethnic and faith-based organizations to develop and strengthen context specific frameworks, professional standards and competencies for teacher educators and teachers, enabling them to deliver inclusive, safe, and practical learning opportunities for learners in remote, conflict-affected, and fragile crisis settings. Additionally, UNESCO provides technical support for the development and implementation of capacity-building programmes of teachers who are trained to equip with the relevant competencies so as to respond to the unique needs of learners and observe situations that require responses beyond teaching and learning activities.
To support the implementation of the aforementioned activities, UNESCO is currently seeking a qualified national consultant based in Yangon. The selected individual will assume responsibilities for providing comprehensive technical and coordination support in the framework, planning and capacity building of teacher educators and teachers who deliver effective teaching and learning in remote, conflict-affected, and fragile crisis settings.
II. Work Assignment:
The Individual Consultant will perform the tasks under the overall authority of the Director of UNESCO Multisectoral Regional Office in Bangkok, the direct supervision of the Head of
UNESCO Project Office in Yangon, the day-to-day guidance of the Project Officer and in close
collaboration with the STEM project team. The Individual Consultant is sought to complete
the following:
• Provide technical inputs and guidance in the design, planning and implementation of
the frameworks and standards under outcome 1;
• Cultivate and maintain effective relationships with implementation partners and
promoting UNESCO’s core values throughout all activities;
• Review the documents and reports; and support the quality assurance of translation;
• Organize meetings, workshops, trainings and other activities to ensure smooth
implementation of outcome area 1;
• Participate in and facilitate meetings with partners as well as representing UNESCO
in coordination meetings as required;
• Maintain regular communication with the contractors under outcome 1 and follow up
consistently with the contractors to ensure the timely delivery of assigned work;
• Support the development of online courses, training modules, and educational
materials for the framework and capacity building of teachers; and
• Undertake any additional tasks assigned by the Head of Project Office to support
UNESCO’s education programming activities in Myanmar.
In line with UNESCO’s overall gender mainstreaming strategy, the Individual Consultant is
expected to integrate a gender perspective in all activities and apply gender analysis and
mainstreaming concepts whenever feasible.
III. Deliverables and Timeline:
- Monthly progress reports outlining activities undertaken and achievements and
challenges encountered in delivering the work assignment by the end of each month. - A final report summarizing the activities carried out, achievements, challenges and
lessons over the contract period.
IV. Location and travel:
The Individual Consultant will be partially home-based. She/he is required to telework from
home with occasional work at the UNESCO Yangon Project Office.
V. Fees:
The lump sum is established on the basis of a daily or monthly rate based on UNESCO rules
and regulations of Level of Assignment and Remuneration and depending on qualifications.
VI. Required Qualifications for Specialized Knowledge/Experience:
Education and experience:
▪ Advanced University Degree in Education, Development, Social Science or a related
field;
▪ A minimum of five years of experience in the field of education,
▪ Strong collaboration skills and experience working with a diverse range of partners,
including international organizations, academic institutions and local organizations;
▪ Excellent written and oral communication and report writing skills in English and
Myanmar (including ability to type in Myanmar font on the computer);
▪ Ability to work individually and collaboratively in a team; and
▪ Ability to work in a demanding environment, managing multiple tasks and deadlines
effectively.
Desirable qualifications:
▪ Experience in collaborating with a range of educational institutions, development
partners, international organizations, academic institutions, and local organizations
will be an advantage; and
▪ Previous work experience with an INGO and/or UN organization is preferred.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as
described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the
assignment, attention will focus first and foremost on the technical elements. From those
proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall
select the proposal that offers the Organization best value for money.
