The Assignment
Location: Yangon, Myanmar
Reporting to: Senior Programme Lawyer, IBAHRI
The Independent Lawyers’ Association of Myanmar (ILAM) is the first national independent professional organisation of lawyers in Myanmar. The ILAM launched in January 2016 at an event hosted by the Parliamentary Committee on Rule of Law and Tranquillity and the International Bar Association’s Human Rights Institute. Its elected Central Executive Committee has already made progress with a range of initiatives on behalf of its 3000+ members.
The ILAM has obtained funding for the development of a fully staffed Secretariat and is seeking to recruit a full time Executive Director to oversee the organisational development of the ILAM and to assist with the implementation of projects determined by the Central Executive Committee of ILAM. The Executive Director will be supported by a Project Manager and a Finance and Administrative Officer.
The organisational development consultant will support the Executive Director with the initial establishment of the Secretariat. This consultant will ideally have experience working at a senior level in a Bar Association Secretariats in the Asia Pacific region. This would be an ideal role for a Secretariat staffer looking for a secondment opportunity or a former Executive Director of a regional bar association looking for a new challenge. Applicants with substantial experience of organisational development for large NGOs, CSOs or other membership organisations will also be considered.
Essential Services
Under the supervision and guidance of the London based Head of project, the organisational development consultant will be expected to fulfil the following terms of reference during the period of the consultancy:
- Conduct a needs assessment of the Executive Director, Project Manager and Finance/Administrative Officer
- Design and deliver induction training to the three Secretariat staff members in finance and fundraising, project management, communication and media relations and administration and any other skills deemed necessary for the effective running of the association.
- Together with the Executive Director, develop a strategic financial plan for ILAM for the next 24 months to ensure sustainability of the organisation, including the continued employment of the three staff members
- Together with the Executive Director, develop ILAM’s operational and financial policies and procedures, templates and other documents to ensure that it is able to administrate and report on grants in line with the accountability requirements of international donors and others.
- Together with the Executive Director, develop a communications strategy in line with the communications policy set by the Central Executive Committee
- Together with the relevant staff members, develop a website and newsletter format so that they can be updated and maintained effectively

In carrying out the above, the organisational development consultant will at all times adhere to the highest professional standards and to IBA and IBAHRI procedures and policies as directed.
Qualifications and Experience
Essential
- Graduate in a relevant discipline such as business management, finance etc
- Minimum of seven years’ experience as a senior staff member within a Bar Association Secretariat, large NGO, CSO or other organisation in the Asia Pacific region
- Demonstrable experience of designing and implementing strategic financial plans
- Demonstrable experience of managing large scale projects
- Demonstrable experience of providing training on finance and fundraising, project management, communication and media relations and administration
- Record of successful fundraising initiatives
- Experience of working alongside a Board or Executive Committee
- Demonstrable experience of developing financial and other policies and procedures for organisations
- Excellent organisational and financial skills
- IT literate
- Fluent written and spoken English
- Desirable
- Postgraduate qualification in a relevant field such as business administration, development management (highly desirable)
