OVERVIEW OF THE FUNCTIONS OF THE POSITION

I.Background

The project “Access to Inclusive Quality Primary and Secondary Education for IDPs and Refugees in Crisis-Affected areas in Iraq”, funded by the European Union, aims at increasing access to inclusive quality primary and secondary education for IDPs, returnees and refugees in six crisis-affected areas in Iraq benefiting at least 100,000 IDP, returnee and refugee children and youth.

II.Dutiesand requirements

Under the direct supervision of the Senior Project Officer (based in Erbil), and the overall authority of the Director of UNESCO Office for Iraq (based in Baghdad), the candidate will also closely work with colleagues from the Finance and Administration Platform (based in Amman), the Monitoring and Evaluation Officer (based in Amman), the Management and Liaison Officer (based in Erbil), the Senior Administrative Assistant (based in Baghdad), the Project Assistant (based in Amman) and UNESCO Iraq pool of drivers.

The candidate will be based in Baghdad and will be responsible for assisting in the implementation of the project. S/he will also assist in the planning and implementation of other UNESCO projects in response to the IDP and the Syrian refugee crisis in Iraq, if necessary. The incumbent will be responsible for:

  1. Liaison with national and international stakeholders in the implementation of project activities in the targeted governorates (including but not limited to Anbar, Nineveh and Salah Al Din):

a. Maintaining regular contact and facilitating communication, coordination and programme reviews with relevant ministries and governmental departments, other UN agencies, non-government organizations and other stakeholders;

b. Liaising and coordinating with national and international stakeholders to obtain maximum benefit and efficient use of resources in the implementation of project activities and avoid duplication of efforts;

c. Monitoring all access to inclusive education’s related initiatives in the targeted governorates and providing regular updates;

d. Representing UNESCO in relevant meetings and coordination groups and facilitating communication by taking minutes, providing interpretation and translating relevant documents.

  1. Support to project activities’ planning, implementation, and administrative follow up:

a. Contributing to development and effective execution of the Project’s work plan and log frame;

b. Providing technical support and assistance to UNESCO, stakeholders and partners in the planning, management, and implementation of programme / projects activities;

c. Supervising the organization of program events, such as workshops, training, missions, etc. including preparing agendas, documents and reach-out material, identifying venues and services, organizing travels of participants, ensuring interpretation and translation;

d. Providing support in drafting the terms of reference, ensuring follow-up of the contracting and payments for consultants and institutions;

e. Contributing to prepare budgets for activities and assisting in the monitoring of expenditures and in the preparation of budget revisions;

f. Coordinating with the Finance and Administration Platform (FAP) on timely delivery of assistance activities, as well as requesting disbursement of funds;

g. Drafting internal memos, official correspondence, press-notes, web site, and other outreach activities;

h. Coordinating and reviewing translation with outsourced translators, and providing feedback for improvement;

i. Receiving and screening all internal and external communications, and attaching necessary background information for review by supervisors;

j. Maintaining the project/s records and reference files.

  1. Support to project activities’ monitoring, evaluation and reporting:

a. Conducting regular visits to project activities to monitor progress and evaluate results and impact;

b. Providing technical support on monitoring project activities, as well as the development, implementation and progress tracking of the project action work plan;

c. Providing appropriate administrative follow-up actions to ensure effective application of monitoring and reporting tools;

d. Contributing to the periodic narrative and financial progress reports to donors on project implementation, including the development of monthly internal projects updates and reports, as well as periodic or ad-hoc analytical narrative reports;

e. Contributing to the design, development and maintenance of databases and other information systems. Performing any other duties as required.

REQUIRED QUALIFICATIONS

EDUCATION

· University degree (Bachelor degree minimum, Master degree desirable) in Education, Engineering, Business administration, management, or any other related field.

*WORKEXPERIENCE

· Minimum four years of relevant experience that include but are not limited to:

· Emergency conditions, Education in emergencies and Education programming;

· Knowledge of UNESCO’s emergency education work (or other UN agencies);

· EU funded projects knowledge.

*SKILLS/COMPETENCIES

· Good knowledge of project planning and management tools;

· Good IT skills;

· Strong facilitation skills and communication skills;

· integrity and drive for results;

· Ability to adapt to dynamic environments and to work effectively in a multicultural/multinational environment;

· Good judgment and decision-making skills;

· Ability to work independently and in a team;

· Ability to meet deadlines and punctual at work;

· Commitment to UN values of non-discrimination on the basis of race, gender, economic status, or religion.

*LANGUAGES

· Arabic language native speaker, excellent English skills, both oral and written;

· Good proficiency in Kurdish is desirable.

BENEFITS AND ENTITLEMENTS

The candidate shall be offered a Service Contract with a gross salary of approximately 44, 214 USD per annum. The initial contract is for a probationary period of three (3) months; the renewal of the contract is subject to satisfactory service, and contingent on the availability of funding.

Other benefits include 2.5 days annual leave per month.
