1.Background**
As a UNESCO Category 1 Institute, the International Bureau of Education (IBE-UNESCO) enjoys considerable autonomy. It works to achieve quality education for all as the global centre of excellence in curriculum and learning. It is valued for its specialist knowledge, expertise and networks, and for providing curriculum support services that include up-to-date, evidence-based information and technical assistance to UNESCO member states. 2. Purpose of the Assignment
The IBE-UNESCO seeks a consultant to communicate the implementation of the focus areas “Innovation and Leadership in Curriculum and Learning” and “Critical and Current Issues in Curriculum and Learning”. These focus areas refer to four main functions of IBE: norms and standard setting, laboratory of ideas, capacity development and leadership for global dialogue and advocacy. It encompasses reconceptualising and repositioning curricula in national and regional development agendas within Education 2030, as an indispensable tool for Lifelong Learning (LLL) and the analysis of issues in curriculum, mainly early childhood care and education (ECCE), Global Citizenship Education (GCED), Science Technology Engineering and Mathematics (STEM), youth and inclusive education. The aim is to develop curriculum guidelines, frameworks, prototypes and tools for areas of high demand where UNESCO’s member states have less experience.
The items referred to below including the communications strategy, the Terms of Reference (ToR) and plans for website redevelopment, visual identity / branding, the global curriculum network and the online discussion platforms have already been prepared. The role of the consultant will be to implement and manage these deliverables. 3. Tasks and Expected Outputs
Under the overall authority and direct supervision of the IBE Director, the consultant will carry out the following tasks:
Manage and advise on IBE digital content and communication projects/initiatives in order to maximize IBE’s visibility, develop or prepare ToR and participate in the selection of external service providers, and monitor and assess their work in compliance with UNESCO’s administrative rules and requirements;
Write and manage the translations for high quality multilingual digital content and publish across all channels (web, blogs, social media and emails); analyse IBE project/programme requirements in terms of digital content and communication;
Using an external contractor and already prepared ToR, redevelop the website in accordance with best practices ensuring optimal clarity and usability; where appropriate, identify new applications/solutions to facilitate and enhance access to content; and, improve the search engine optimisation.
Serve as focal point for issues relating to digital content and information architecture, website usability and administration of content management systems (Drupal, WordPress and TYPO3);
Manage targeted social media campaigns, including coordinating editorial, video and graphic design inputs, supervising temporary junior staff and participating in their recruitment, ensuring that all published content complies with copyright laws and standard accessibility and usability requirements;
Develop and maintain partnerships for communications among both UN agencies, but also wider education institutions, to further increase the profile of IBE-UNESCO globally;
Monitor and analyse web traffic to strengthen engagement with target audiences, and prepare analytics reports including downloads of documents and resources; assist in promoting IBE-UNESCO’s visibility and information sharing using relevant social media (Twitter, Facebook, YouTube, LinkedIn, etc.);
Maintain constant awareness of the developments of the Internet industry, current multimedia trends, delivery channels and associated technologies to ensure their optimal use in heightening IBE communications.
Represent IBE at the UN communications focal point in Geneva
The consultancy will be undertaken for a period of eleven months with regular and short missions at IBE Geneva (2-3 days per month). A junior consultant and an intern, based at IBE in Geneva, will assist the consultant based at IBE Geneva.
4. Deliverables
Multilingual digital content prepared for the dissemination of IBE projects, initiatives, activities, outputs and outcomes.
Using the Terms of Reference (ToRs) and plans already prepared, manage the redevelopment of the website (design, content and search engine optimisation).
Proposal implemented with regard to supporting the exchanges through networks and communities of practitioners, in particular, education ministers in UNESCO’s member states through the Global Curriculum Network (the GCN) and alumni. Manage the development and launch of online discussion platform.
Proposal written and implemented with regard to setting up multilingual blogs to support the dissemination of IBE work.
Current social media activity developed to disseminate IBE-UNESCO work widely using a variety of existing and new channels.
Monthly reports produced with regard to: (i) web traffic and consultations, downloads of IBE documents and resources, and profile of users; and (ii) social media traffic and profile of users.
5. Qualifications and experience
Academic qualifications
Advanced university degree (Master level or equivalent) in communications or relevant fields, preferably with a focus on digital content and communication management or an equivalent number of years’ experience. Other relevant fields include education and international development.
Years of relevant work experience
Four to seven years of progressively relevant experience in multilingual digital content and communication management and design, of which preferably at least two years acquired at international level;
Sound experience in working with both front-end and back-end of Content Management Systems (in particular Drupal, WordPress and to a lesser extent, TYPO3);
Sound experience in digital content management, development, monitoring and evaluation.

Advanced computer and IT skills, including SEO, analytics and the ability to direct publishing and graphics design (Adobe Photoshop, Illustrator)
Rigour in research, good technical and analytical problem solving skills
Technological awareness and excellent knowledge of social media tools
Creative and innovative
Good proactive approach
Good interpersonal and networking skills with a proven ability to work across organizational boundaries in a multicultural environment with sensitivity and respect for diversity.
Language requirements
Excellent knowledge of English, and a good knowledge of French. A good knowledge of Spanish would be an additional asset.
6. Facilities to be provided by IBE (if any)
During missions at IBE in Geneva, IBE will provide an office space, an email address and a computer.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money.
