Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
In October 2016, DRI launched an ambitious project on decentralisation and local governance in Lebanon, with the support of the German Foreign Office. The project includes, inter alia, an in-depth survey on public service provision at the level of 36 Lebanese municipal federations, supported by the Lebanese Ministry of Interior and Municipalities. Our scope covers three sectors, namely solid waste management, the municipal police (local security), and transparency/outreach toward citizens. In parallel, DRI is providing technical support to the Committee that is discussing the Administrative Decentralisation Bill in the Lebanese Parliament.
Based on the preliminary results of the survey, consultation sessions will be held with decision makers, experts, media and civil society representatives. DRI is therefore recruiting a facilitator who will moderate these sessions.
Your duties and responsibilities:
Moderate and facilitate 4–5 consultation sessions of 3–4 hours each, to be held in different regions of Lebanon. The consultation sessions will gather Lebanese mayors, researchers/experts, media and civil society representatives to discuss the preliminary results of the survey.
You will be asked to prepare your facilitation by closely reading the survey results, provided by DRI, which will serve as the basis for the consultation sessions. After each session you will be asked for a short de-brief to draw lessons learned for the upcoming consultation sessions.
Qualifications we require:
- At least 8 years of experience as a facilitator;
- Excellent command of Arabic is a requirement, English and/or French are a strong asset;
- Experience in facilitating high-level events with public officials in Lebanon;
- Excellent communication and moderation skills and the ability to easily and diplomatically negotiate the interests of different stakeholders on sensitive topics.
