Scope of work:

DFID has designed the Deepening Democracy Programme (DDP) to support more inclusive and accountable governance in Kenya, contributing to Kenya’s Vision 2030. DDP also exists to support formal accountability institutions, civil society organisations and other accountability mechanisms to contribute to this change. The expected outcome is a credible electoral process and improved accountability in the management of public goods and services. DDP is delivered by DAI with partners South Consulting, ODI and Integrity. DDP is seeking an experienced Monitoring, Evaluation and Integrated Learning (MEIL) Manager to play a key role in rolling out our Monitoring and Learning for Adaptive Programming Strategy.

Terms of Reference:

Under the supervision of the Results and Performance Manager, the MEIL Manager will be responsible for the following key tasks and responsibilities:

A. Strategic inputs and oversight

  • Review and update the Monitoring and Learning for Adaptive Programming (MLAP) strategy, including tools and indicator definitions.
  • Coordinate the implementation of DDP’s Knowledge Management approaches.

B. Monitoring and Evaluation

  • Lead on the review, analysis and reporting of incoming monitoring data from the grantees.
  • Coordinate data entry into monitoring information system.
  • Coordinate and oversee the rapid assessment of sampled interventions to test the contribution of interventions to the programme-level outcomes.
  • Coordinate quarterly output verifications of a sample of interventions.
  • Lead on capacity development support to grantees on output and outcome indicator development and monitoring.
  • Lead on the review of grantees’ indicator reporting and provision of written feedback on quality of indicator reporting and guidance on improvements.
  • Coordinate independent Annual Critical Review of grantees through engagement of external Short Term Technical Experts.

C. Learning

  • Lead the implementation of the learning agenda.
  • Develop a quarterly learning report to DDP senior management on key lessons learned and recommendations based on monitoring and reporting data, political economy analysis (led by Political Economy Advisor), and secondary sources.
  • Design and set-up of internal and external learning processes (workshops and reporting) with grantees, DFID and other relevant stakeholders (co-led with ODI STTA and Integrity Learning Advisor).

D. Capacity development

  • Develop the internal capacity of grants and other officers on monitoring, evaluation and learning.
  • Conduct field visits and in-person mentoring with grant managers and officers to improve monitoring and reporting.

In addition, the MEIL Manager will support the Results and Performance Lead on the following tasks:

  • Complete the baseline data for the DDP logframe.
  • Provide inputs into the design of the mid-term review of DDP.
  • Support the review and update of the following programme-level frameworks, including the Theory of Change, the Logframe and key performance indicators (KPIs), the Knowledge management and communications strategy and the Performance management strategy.
  • Provide inputs and/or lead the development of thematic learning papers.
  • Review grantee logframes and MEIL plans in proposals.
  • Conduct performance management assessments and Value for Money audits.
  • Provide written guidance to grantees on proposal development with emphasis on logframe and indicator development and MEIL plans.
  • Provide data and analyses to Results & Performance Manager for integration into quarterly and annual reporting to DFID.
  • Prepare and make presentations to DFID on DDP progress based on monitoring, evaluation and learning.

Deliverables:

The deliverables to be achieved by the MEIL Manager include:

  • Updated baseline assessments or collation of baseline data (each year).
  • Updated MLAP strategy (each year) and tools.
  • Up-to-date monitoring information data. Learning platforms.
  • Quarterly learning reports to DDP team.
  • Annual evaluation assessments (data collection and analysis).
  • Verification visits and verification reports.
  • Support the Results and Performance Manager on other deliverables, including an updated Theory of Change, grantee performance assessments, DDP progress reports to DFID (quarterly, bi-annually, annually), DDP evaluations and annual reviews and DDP learning papers.

Experience and Competencies:

Candidates should possess the following characteristics:

  • At least ten years’ experience of designing and managing monitoring and evaluation systems, preferably including experience within a grant management context.
  • Experience collecting and analysing qualitative data, including tools such as Most Significant Change and outcome mapping.
  • Experience designing and leading processes to facilitate learning from emerging evidence within programmes.
  • Experience of designing and delivering workshops for diverse stakeholders including government, donors, NGOs, civil society and the private sector.
  • Experience of designing and delivering M&E capacity support for implementing partners. Excellent communication skills, including report writing.
  • Previous experience of coordinating an online results management system is highly desirable.
  • Previous experience of delivering M&E and reporting on a DFID funded programme is highly desirable.
  • Thematic knowledge of governance programming is highly desirable.

  • Written and oral fluency in English.
