Context and Background
The UNESCO Doha Office in collaboration with key education partners is the lead agency for implementing Sustainable Development Goal 4 (SDG4) focusing on education in the six Gulf States. UNESCO Doha reaffirms a humanistic and holistic vision of Education 2030 as fundamental to personal and socio-economic development. UNESCO Doha and partners will support the governments’ efforts in the six Gulf States to implement SDG 4 through technical assistance aimed at strengthening national education policies and planning to enhance the performance of education systems in the Gulf States. As part of the education programme, a range of activities will be implemented within the framework of SDG 4 including educational coordination meetings, ED partners’ consultations, and symposiums in collaboration with ministries of education and ED partners.
The ED programme will provide technical expertise and advisory services to the Ministries of Education and relevant authorities in the Gulf States to implement their policies and strategies within the SDG 4 Framework for Action. Specific focus is on strengthening national capacities to "Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all BY 2030" in the six Gulf States.
Main objectives of the education programme are:
Strategic Objective 1: Supporting Member States to develop education systems to foster high quality and inclusive lifelong learning opportunities for all
Strategic Objective 2: Empowering learners to be creative and responsible global citizens Strategic Objective 3: Advancing SDG 4 and shaping the future international education agenda
The office will continue to support the six Member States of the Gulf in the development of their national capacities to face the challenges posed by education in line with National strategies and by providing technical advice.
Tasks and Expected Outputs
Under the overall authority of the Director of the UNESCO Doha Office, and direct supervision of the Education Programme Specialist, the incumbent will serve as -Programme Assistant for the Education programme. To this end, the incumbent will provide administrative support to implement the education programme in the six Gulf States.
In particular, s/he will be expected to perform the following responsibilities:
Assist in implementing education activities and ensure administrative and final procedures to support the programme in the six GCC States;Assist to ensure coordination with national counterparts and other partners to organize meetings, capacity development workshops, seminars, and trainings held within the framework of SDG 4 in the six Gulf States or at sub-regional level ;Assist in arrangements for school visits and data collection to prepare policy briefs or analytical reports;
Prepare periodic reports and documents pertaining to the Education programme; contribute to the website of the office, and other relevant awareness raising materials and presentations;
Provide assistance with communications and drafting correspondence;
Assist in SISTER programming and monitoring;
Support inter-agency work and coordination with major partners; ensure coordination with UNESCO Offices and institutes;
Assist in preparing budgets with breakdown for activity and prepare contributions;
Maintain a follow-up system to implement and complete activities;
Prepare, maintain, and update files (electronic and paper) and internal databases;
Ensure information exchange with relevant stakeholders and institutions;
Assist the Supervisor in providing programme and project support and follow up activities; Assist the Director and Supervisor with other tasks, as discussed and agreed.
Required qualifications
Education
University degree (BA or equivalent) preferably in the field of Education, Social Sciences, or similar discipline with minimum 3 years of relevant qualifying work experience. Advanced university degree (Masters) in the relevant field with at least two years of relevant qualifying experience will be accepted.
Work Experience
Relevant professional experience in the field of education, education development with at least 1 year in the Gulf States and/or at international level would be an advantage.
Knowledge and experience with UNESCO, the Organization’s education programme, Sustainable Development Goals, and fields of competency would be an advantage.
Skills/Competencies
Good coordination, organizational, and project assistance skills;
Excellent interpersonal skills;
Ability to maintain effective working relations with national/local authorities, relevant institutions; intergovernmental and non-governmental organizations;
Ability to communicate effectively (orally and in writing) with diverse stakeholders at various levels, within and outside the Organization;
Ability to work effectively in a team and to function within a multi-cultural environment;
IT skills including knowledge of office software (powerpoints, excel, etc.)
Language
Excellent knowledge (written and spoken) of English. Knowledge of writing and speaking Arabic would be an asset.
Condition of Employment:
UNESCO Salaries in Doha paid in Qatari Riyals; the annual remuneration for the post is QAR 150300.00. UNESCO Service Contract benefits includes 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
