Director, Conflict Sensitivity Resource Facility on a Multi-Donor Conflict Sensitivity Programme, South Sudan – ToR

Full-Time. Based in Juba or in the region.

Scope of work:

The United Kingdom, the United States, Germany, Switzerland and Canada (hereafter, collectively referred to as the Donors) agreed to develop a “shared resource” through a Conflict Sensitivity Programme (CSP) that will be implemented through a Conflict Sensitivity Resource Facility (CSRF) in South Sudan from 2016-2018. The purpose of the CSRF is to establish, monitor and disseminate conflict sensitive practices among donors and implementing partners. The CSP will also have a Conflict Sensitivity Forum, which is a policy and influencing body for providing common basis for consistent strategic parameters for conflict sensitivity.

The role advertised is for a Director of the CSRF. The successful applicant will be responsible for running the day to day activities of the Facility and engaging with the multi-donor group through the Forum. They will be contracted by the Lead Service Provider for the Programme, which could be Integrity.

The programme is a two-year pilot, after which the programme will be reviewed and, participating donors will decide on next steps for a possible three-year extension for a total length of program of up to five years.

Terms of Reference:

A. Lead on Conflict Sensitivity and Stakeholder Engagement

  • Lead on research and assessments of conflict sensitivity of donor programming throughout South Sudan, and review and recommend mitigation strategies on ongoing and upcoming programming;
  • Advocate for conflict sensitivity in programming;
  • Devise strategy for stakeholder engagement of a spectrum of organisations operating in South Sudan with access to the CSRF;
  • Provide assurance that CSRF services are aligned to the expectations of the Donor Management Committee;
  • Ensure regular reporting of CSRF to the Management Committee.

B. Programme Management

  • Take responsibility for CSRF performance management and demonstration of value for money to the Management Committee;
  • Oversee and manage of risks for the delivery of the CSRF and its service delivery;
  • Lead on recruitment of experts to deliver services to donor programming through the CSRF;
  • Provide strategic direction on operations and manage short-term technical/thematic experts;
  • Provide oversight and quality assurance of short-term expert deliverables;
  • Manage the CSRF support team, including administrative and operational staff.

Education and Experience:

The candidate will have:

  • Expertise in conflict sensitivity programming and capacity building. Experience in one or more of the following areas would also be useful: context and governance analysis; conflict early warning and early response; M&E (research, monitoring activities and lesson learning); gender and social inclusion; rule of law programming; peace building and nation building programming;
  • Demonstrated effectiveness in assisting donors to apply conflict sensitivity to complex programmes in highly conflict-affected contexts;
  • Knowledge of South Sudan and donor engagements in South Sudan;
  • Experience in implementing humanitarian, recovery and/or development programmes in conflict-affected environments;
  • Ability to operate at all levels of programme management and oversight and to engage in policy and strategic discussions on humanitarian, recovery, and development interventions;
  • Planning, organisational and presentational skills including oral and written communications skills and an ability to report succinctly and on time;
  • Demonstrated experience leading at least one project for one of the core donors on the Management Committee – UK Aid, USAID, GIZ, DFATD, SDC

Desirable skills and experience:

  • Experience of working with NGOs, civil society organisations, local institutions and authorities and engaging with beneficiary groups;
  • Demonstrated efficiency of leading work or working with other organisations;
  • At minimum a Bachelor’s degree in a related discipline, including conflict studies, governance and development, international relations, political science;
  • Minimum 10 years’ experience in managing projects, including in the field;
  • Minimum 5 years’ experience in personnel management, including in the field;

Languages:

  • Written and oral fluency in English
