OVERVIEW OF THE FUNCTIONS OF THE POST
Under the direct supervision of Chief of Finance and Administrative Platform (AO) of the UNESCO Offices for Iraq and Jordan and the overall authority of the Head of UNESCO Amman Office and the Director of the UNESCO Office for Iraq, the incumbent shall assist the AO in carrying out her/his responsibilities in Human Resources Management.
The incumbent of the post shall:
- Contribute to the human resources planning and development for the UNESCO Offices for Jordan and Iraq and their antennas by:
· Assessing staff needs in cooperation with the concerned programme units;
· Assisting project managers in preparing staffing tables for extra budgetary projects;
- Coordinate the recruitment process of the UNESCO Offices for Jordan and Iraq by:
· Interpreting staff rules and other applicable provisions and providing guidance and documentation to the Chief of Finance and Administrative Platform and managers;
· Overseeing the overall recruitment process of local (GS and NPO categories) and International staff according to UNESCO rules, regulations, procedures and policies; from reviewing job descriptions to notification of the outcome of the recruitment;
· Preparing drafts of the recommendation memos;
- Assist the AO in administration and supervision of human resources by:
· Providing overall HR support to the AO by maintaining personnel and contract data in the system, providing support and guidance on rules, regulations and procedures to staff at large;
· Anticipating, planning and ensuring the timely processing of personnel actions such as, appointment, extension, transfer, promotion, reclassification, step increment, resignation, termination, separation and retirement;
· Advise international staff of specific procedures applicable to them and ensure that these are completed in a timely manner(UNLPs, shipment of personnel effects, opening bank accounts- changing accounts, local payments such as danger pay etc.);
· Providing input to the assessment of the performance of HR assistants members, including in the setting of objectives and the preparation of performance appraisals.
- Assist the AO in organizing staff training by:
· Identifying training needs of staff;
· Establishing training and staff development plan based on staff needs and available funds;
· Act as focal point for Security Awareness Induction Training (SAIT) for staff and coordinate the implementation of the training and staff development plan.
· Monitoring security training locally, in keeping with UNDSS instructions (annual fire warden training,
safe/defensive driving, calling tree exercises) and ensuring contact number list is kept updated;
REQUIRED QUALIFICATIONS
EDUCATION
· Advanced university degree (Master degree or equivalent) in the field of Human Resources Management, Administration, Psychology, Law or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
WORKEXPERIENCE
· Less than two years of relevant professional experience in human resources management in a UN agency or other international organization.
· Elaboration of reports, contracts and HR-related documents;
SKILLS/COMPETENCIES
· Solid HR knowledge in terms of procedures and regulations, within the UN system or another international organization;
· Knowledge of human resources software applications and of the maintenance of databases
· Ability to manage confidential information and interact with a wide range of partners with tact and discretion
· Ability to work within a multicultural team
· Advanced IT skills
LANGUAGES
· Excellent knowledge English (written and spoken)
· Excellent/very good knowledge of Arabic (written and spoken)
DESIRED QUALIFICATIONS
EDUCATION
· Training / certification courses in human resources
LANGUAGES
· Fair knowledge of French (written and spoken) would be an asset
