OVERVIEW OF THE FUNCTIONS OF THE POSITION

Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO Office for Iraq/UNESCO Representative to Iraq, the incumbent will be responsible for the planning, coordination and implementation of the projects pertaining to the Response Plan for the Safeguarding of Cultural Heritage in Liberated Areas of Iraq (2017-2019) and will coordinate and liaise/exchange information with the Programme Specialist for Culture in the UNESCO Office for Iraq, as well as the Regional Cultural Advisor in the UNESCO Beirut Office and other staff concerned in the Field and at Headquarters.

Projects and activities are guided by the objectives of the UNESCO global "Strategy for the Reinforcement of UNESCO’s Action for the Protection of Culture and the Promotion of Cultural Pluralism in the Event of Armed Conflict" and contribute to the overall goals of socio-economic development and peace-building through culture.

The incumbent for the position will be responsible for projects and activities addressing short and mid-term needs in terms of protection, conservation and rehabilitation of cultural heritage affected by conflict in Iraq, including deliberate destruction, in line with the Response Plan for the Safeguarding of Cultural Heritage in the Liberated Areas of Iraq and contribute to the strategic directions of this Plan, namely:

  1. To provide immediate protection to affected cultural heritage in liberated areas of Iraq and mitigate the risk of further loss notably by developing the resilience of Iraqi cultural heritage institutions and professionals;

  2. To guide the planning and implementation of mid and longer-term recovery and conservation of affected cultural heritage in the Liberated Areas of Iraq;

  3. To foster national ownership and international partnerships for the recovery of cultural heritage in liberated areas of Iraq, through enhanced coordination and advocacy;

  4. To contribute to community reconciliation and peace-building between the segments of Iraqi society, by enhancing the human dimensions of cultural heritage recovery.

The incumbent of the position shall carry out the following functions related to projects pertaining to the Response Plan for the Safeguarding of Cultural Heritage in the Liberated Areas of Iraq, including the revival of Mosul initiative in the field of culture:

  1. Planning, coordination and management of the projects:

a. Be responsible for the overall planning, coordination and management of UNESCO extra budgetary projects and activities linked to the above-mentioned Response Plan, the development of work plans, monitoring of implementation and close interaction with projects’ partners and stakeholders to ensure objectives are attained.

b. Supervise the project team working on the Response Plan in the UNESCO Iraq Office, individually and in groups, through periodic meetings and other relevant means; ensure exchanges of information, experience with staff concerned; identify new strategies of action to improve delivery of services and to achieve the projects' requirements and objectives. 2. Technical and policy advice and support to Iraqi authorities within the projects:

a. Provide technical and policy advice and support to the Iraqi authorities in relation to the projects mentioned above, by liaising with the Ministry of Culture, the Public Religious Endowments (Awqaf) of Iraq as far as religious heritage is concerned, as well as other relevant national stakeholders in the field of culture.

b. Facilitate and organize the work of the Joint Steering Mechanism (JSM), co-chaired by the State Board of Antiquities and Heritage and the UNESCO Iraq Office, for the coordination of international efforts to protect and conserve cultural heritage in the liberated areas of Iraq. To this end, develop and ensure the regular update of an on-line platform for the JSM and organize JSM meetings in Baghdad. 3. Funds mobilization:

a. In response to needs in terms of protection and conservation of cultural heritage, notably heritage recently affected by conflict, identify assistance priorities and design project proposals in close consultation with the State Board of Antiquities and Heritage of Iraq as well as other relevant stakeholders, by providing inputs on situation analysis, objectives, activities and results, strategy, planning, monitoring and evaluation, as well as partnerships.

b. Address funding gaps affecting the culture sector in Iraq related to the projects mentioned above, by actively pursuing fundraising for UNESCO’s culture projects in the Liberated Areas of Iraq. To this effect, liaise with potential donors, in close consultation with the Culture Sector and the Bureau of Strategic Planning. 4. Monitoring, evaluation and reporting of projects’ implementation:

a. Keep a detailed record of all work progress, producing regular periodic progress reports, making presentations on projects developments to partners and national counterparts involved in the projects.

b. Conduct field assessment visits for evaluating projects effectiveness, identifying problems and instituting timely remedial measures, as appropriate.

c. Develop supplementary tools to support the available “office template reporting format” towards improved reporting for results.

d. Regularly monitor the budgetary status of the projects and promptly develop budget revision if needed.

e. Carry out other activities as requested by the supervisor.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Masters or equivalent degree) in the field of cultural heritage conservation and management.

*WORK E**XPERIENCE***

  • Minimum 7 years of progressively responsible relevant professional experience in the field of cultural heritage conservation and management, of which preferably 3 to 5 years acquired at international level.

*SKILLS**/C**OMPETENCIES***

  • Good political judgment with the ability to negotiate at the decision-making level.
  • Knowledge of programming policies and procedures in international development cooperation, in particular in the UN.
  • Excellent understanding of all aspects of Culture.
  • Ability to make technically sound decisions on all aspects of project implementation.
  • Ability to provide upstream policy advice at highest levels.
  • Strong fundraising and resource mobilization skills.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization.
  • Excellent oral and written communication skills
  • Supervisory and managerial skills, capable of leading a team of professionals.

LANGUAGES

  • Excellent knowledge of English.

DESIRABLE QUALIFICATIONS

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
