Context and Background
The UNESCO Doha Office works in collaboration with national and international key education partners for the implementation of Sustainable Development Goal 4 (SDG4) in the GCC and Yemen focusing on the following overall objectives of the UNESCO Education Sector:
Strategic Objective 1: Supporting Member States to develop education systems to foster high quality and inclusive lifelong learning opportunities for all
Strategic Objective 2: Empowering learners to be creative and responsible global citizens
Strategic Objective 3: Advancing SDG 4 and shaping the future international education agenda
The office provides support to the six Member States of the Gulf and Yemen in the development of their national capacities to face the challenges posed by education in line with their National strategies and with UN common strategic frameworks (UNDAF or UNCSF). UNESCO Doha will therefore provide technical advice, support the development of policies and strategy, strengthen capacity building, and advocate with Governments, civil society for a lifelong, inclusive, and quality education for all.
Tasks and Expected Outputs
Under the overall authority and direct supervision of the Director of the Office, as well as and in close
Cooperation with Education Programme Divisions at UNESCO HQ and Education Programme colleagues in the Regional office for Education in Beirut, the incumbent will expect to perform the following responsibilities:
Plan, implement, report and follow up activities in the field of education in line with the SISTER work plan for the years 2018-19 developed by the office;
Ensure coordination with national, regional and International counterparts and other partners to organize meetings, capacity development workshops, seminars, trainings, etc. held within the framework of SDG 4 in the six Gulf States or at sub-regional level;
Develop partnerships and contribute to the funds mobilization in the field of education by identifying needs, opportunities, preparing project proposals (including detailed budgeting) and liaise with the sources of funding for their implementation;
Liaise with the Regional office for Education in Beirut for activities pertaining Yemen and support in the preparation of workplans and activities as needed and as instructed by the Director;
Identify and develop in coordination with other colleagues at the office, inter-sectoral activities and projects with a particular attention to gender and youth;
Contribute to inter-agency work (UNDAF, UNCSF) by identifying opportunities for joint UN programming and delivery and implement them;
Prepare periodic reports and documents pertaining to the Education programme including for the website of the office, awareness raising materials and presentations;
Maintain a follow-up system to implement and complete activities;
Prepare, maintain, and update files (electronic and paper) and internal databases as needed;
Ensure information exchange with relevant stakeholders in particular UNESCO National Commissions and national institutions;
Coordinate the work of the assistants in the education sector at the office;
Assist the Director as required;
Required qualifications
Education
University degree (Master or equivalent) in the field of Education, Social Sciences, or similar discipline with minimum 6 years of relevant qualifying work experience.
Work experience
Six years of relevant professional experience in the field of education, education development, and/or education in post conflict with at least 2 years in the Arab Region and/or in developing context.
Knowledge and experience with the UN and/or UNESCO, in the field of education and social sciences would be an advantage.
Skills/Competencies
Good coordination, organizational, and project development skills;
Proved fund mobilization skills would be an asset;
Excellent interpersonal skills;
Ability to maintain effective working relations with national/local authorities, relevant institutions and intergovernmental and non-governmental organizations;
Ability to communicate effectively (orally and in writing) with diverse stakeholders at various levels, within and outside the Organization;
Ability to work effectively in a team and to function within a multi-cultural environment;
IT skills including knowledge of office software (PowerPoints, excel, etc.)
Languages
Excellent knowledge of written and spoken English. Knowledge of writing and speaking Arabic would be an advantage.
Condition of Employment: UNESCO Salaries in Doha paid in Qatari Riyals; the annual remuneration for the post is QAR 359550.00. UNESCO Service Contract benefits includes 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
