Overview of the functions of the post
BACKGROUND
The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking applications from nationals of Democratic Republic of the Congo (DRC) for a new post of National Programme Officer for Health and Wellbeing in DRC.

DUTIES AND REQUIREMENTS
Under the overall authority of the Assistant Director General for Education, general supervision of the Director of the UNESCO Office in Kinshasa, direct supervision of the Head of the Education Sector Kinshasa and the guidance of the Regional Health Education Adviser, the incumbent will be responsible for the planning, implementation and monitoring of UNESCO’s work on education for health and wellbeing. Specifically, s/he will be responsible for providing technical expertise on key themes including comprehensive sexuality education (CSE), school-related gender-based violence (SRGBV), early and unintended pregnancy (EUP), and HIV.
q Strategy and policy development
Identifying opportunities for UNESCO engagement in policy development and programming on HIV, CSE and other issues within the framework of the UNESCO Strategy on Education for Health and Wellbeing, national health strategies, and the UNAIDS division of labour;
Facilitating a process of strategic planning within UNESCO for engagement in these opportunities.
q Representation and partner relations
Representing UNESCO in appropriate coordination forums, such as the Joint UN Teams on AIDS, inter-agency meetings, local education groups, and thematic meetings;
Developing and maintaining partner relations with the Ministry of Education, the UNESCO National Commission, national bodies and development partners, including civil society organizations. Providing technical guidance for further development of their capacities and activities;
Liaising with UNESCO structures, including the Regional health education team for West and Central Africa, Section on Health and Education at UNESCO Headquarters, and colleagues in the country office and sub-region working on health education.
q Resource mobilization
- Supporting resource mobilization efforts including proposal development from UNESCO and partners, and provide technical assistance to the Ministry of Education in accessing funding for the education sector response to HIV, EUP, SRGBV and other health issues.
q Technical support
Supporting UNESCO programming in collaboration with other staff working on education for health and wellbeing, with particular emphasis on interventions supporting national efforts towards HIV prevention, scaling up CSE, and responding to SRGBV and EUP;
Supporting timely programme implementation, monitoring and evaluation, and reporting on UNESCO’s work on education for health and wellbeing;
Facilitating the provision of technical support to the Ministry of Education and other national partners;
Supporting capacity building interventions within the education sector, to develop comprehensive action on education for health and wellbeing and to contribute to national responses;
Contributing to advocacy efforts at country level, in order to advance use of the evidence and strengthen joint UN and national responses to HIV and AIDS, SRGBV and EUP.

Required qualifications
Education
q Advanced university degree (Masters or equivalent) in a relevant field, especially education, social sciences or public health.
Work Experience
q At least four years of relevant work experience, in areas related to sexual and reproductive health and education.
Skills and competencies
q A track record in resource mobilization and monitoring and evaluation;
q A track record in project and programme implementation in partnership with governmental partners and civil society, and an ability to manage budgets and report on implementation;
q Strong understanding of the country, of the development work and of the education sector;
q Extensive knowledge of, and high level of technical writing skills on, HIV prevention, CSE, SRGBV, and UNESCO’s Strategy on Education for Health and Wellbeing;
q Credibility and confidence, with networking and high level representational and partnership building skills, involving a wide range of partners (including relevant Ministries, UNAIDS Cosponsors, donors and civil society);
q Excellent communication and interpersonal skills, tact and diplomacy;
q Ability to multi task, prioritize and deliver to deadline, as well as work under pressure.
Languages
q Full working proficiency, oral and written, in French. Strong writing and communication skills in English is a major asset.
