Background
The UNESCO Kabul Office strives to promote education in Afghanistan as a fundamental human right and contributes to strengthening the national educational capacity to provide access to quality, relevant and inclusive education for all.
Across Afghanistan, UNESCO Kabul Office is currently providing technical and financial support to the Deputy Ministry of Education for Literacy (DMoEL) to design, implement and monitor basic general adult literacy and skill-based literacy programmes. All UNESCO’s interventions in the area of youth and adult literacy are carried out under the umbrella of the Programme for Enhancement of Literacy in Afghanistan (ELA). Through the generous support of the Governments of Japan, Sweden and Finland, since 2008, the UNESCO Kabul Office has been supporting the Government of Afghanistan to implement three phases of ELA programme. The programme has currently reached over 1 million beneficiaries (60% of which are female) and the overall outreach to all 34 provinces. In addition, the UNESCO Kabul Office provided technical support to the DMoEL to design and validate the Youth and Basic Adult Education Curriculum Framework for Level 1, which is equivalent to Grade 3 literacy and numeracy skills and competences, and subsequently, instructional materials for Level 1 were developed, printed and disseminated across the literacy classes. .
The UNESCO Kabul Office will continue providing further support to the implementation of the third National Education Strategic Plan (NESP III) as well as other critical national development priorities of the Government of the Islamic Republic of Afghanistan. In this regard, further steps include the development of Levels 2 and 3 of the Youth and Adult Basic Education Curriculum Framework to ensure the equivalence of learning outcomes to the Grade 9 level of formal basic education. In addition, more than 5,000 youth and adults (of which 60% are young and adult women) will be able to enroll and complete the basic general literacy and skills-based literacy programmes with the generous financial support by the Government of the Republic of Korea (GRoK).
As part of the above programme, the UNESCO Kabul Office is also contributing to improving quality of youth and adult literacy provision through strengthening the capacity of the DMoEL in revising the current practices and structures and, if needed, establishing new structures and practices of training of literacy facilitators and adult educators.
Scope
Under the overall authority of the Director of UNESCO Kabul office, the Chief of Education unit and the direct supervision of the Adult Literacy & NFE Program Manager, the incumbent will work in close coordination with the Deputy Ministry of Education for Literacy, General Directorate of Curriculum at MoE and Teacher Training Departments of the DMoEL, and UNESCO Kabul office staff to provide technical and operational support to the DMoEL, with more focus on institutional and organizational capacity building in curriculum development and training of literacy facilitators and adult educators. .
Main Responsibilities
Policies/strategies and plans:
· In close collaboration with the Teacher Education General Directorate at the MoE and in close coordination with the DMoEL, draft and finalize the Strategy, including phase-based the Action Plan with costing and on the Training of Adult Educators and Literacy Facilitators.
· Draft and finalize the Competency Framework for Literacy Facilitators and Adult Educators through consensus building and participatory process.
· Facilitate the work of Technical Group on drafting selected pilot models and training modules of literacy coordinators, monitoring officers, trainers, and facilitators through the involving the TTCs and others, including the Herat and Kabul Education Universities;
· Facilitate the work of Technical Group on drafting the quality assurance instruments and tools of the trainings of literacy facilitators and adult educators through TTCs and other implementing institutions;
Expected Deliverables:
An Inception report and a work plan based on desk review.
A conceptual framework of the structure and schedule for long term adult teacher training programs.
Conduct consultative workshops with key stakeholders in literacy to discuss the conceptual framework on the structure and schedule for long term adult teacher training programs.
Finalize competency framework in line with the equivalent non-formal education curriculum framework currently under development.
Finalize certification program for adult education facilitators in Afghanistan.
Provide technical support to set up Adult Education Departments in Herat University and Shaheed Prof Rabbani Education University to support the development of adult education departments;
Provide technical support to set up an 18 credit course in adult education at Teacher Education General Directorate;
Facilitate the development of MoUs with international universities to use their examples in establishing adult education departments at Kabul Education University and Herat University.

Qualifications and requirements
The candidates to the position of consultant will be evaluated according to the following competencies and qualifications:
Academic qualifications:
- Advanced degree in Education, teacher Education or any related social science. A PhD in the same academic field is desirable.
Years of Work Experience:
At least 10 years experiences in teacher education and professional development. Experience in literacy facilitators/educators training is highly desirable.
At least 8 years’ experience of working in Non formal education.
Experience in collaboration with a range of stakeholders including Government Ministries/agencies, civil society organizations and development partners.
Competencies:
- Core: Integrity, Commitment, Building and maintaining partnerships, Teamwork, Communication, Creativity and Innovation, Results Based Management and Results Based Budgeting;
Skills: Demonstrated ability to effectively work within a complex and multicultural environment, proven interpersonal and communication skills, Strong technical assessment and analytical skills, and Ability to organize and coordinate multiple tasks, and deliver the result within specified timelines.
Language requirements:
- Fluency in both written and oral English and/or Dari/Pashto is a requirement. Knowledge of another official UN language would be an asset**.**

Working period
6-month contract with a 3-month probationary period; with possible extension, subject to satisfactory performance and availability of funds.

The position is based in Kabul. UNESCO will provide cell phone, office space and access to office equipment as required to perform tasks.
