Background

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide.

In Libya, DRI has been supporting the constitution-drafting process and the work of Libyan civil society organisations on topics related to the constitution, human rights and local governance. Under this project, DRI will be working with its local partners and networks to create a conducive environment for the next steps of the political transition. To do so, DRI, in close cooperation with its local partners, will raise awareness among citizens (online and offline) on the relevance of democratic milestones of the transition and facilitate exchange between citizens and relevant political and institutional actors (such as representatives of the National Election Commission, the Constitution Drafting Assembly and others).

Location: Berlin, Germany

DRI is currently recruiting a full-time Programme Officer Libya for its head office in Berlin to support DRI’s Libya project. DRI’s work in Libya focuses on supporting the political transition by supporting civil society actors in political education and outreach to citizens. In collaboration with the respective Programme Officer MENA, and under supervision of the Director of Programmes you will support and monitor all phases of programme implementation in accordance with project contracts, donor requirements and DRI policies and procedures.

Your duties and responsibilities:

  • Work with DRI’s Libya team (located in Tunis) on the design and implementation of project components, including workshops, missions of international experts and publications;
  • Ensure effective on-going communication with country offices and regular reporting, also through field trips;
  • Monitor compliance and ensure quality delivery of the project workplan and expenditure under the guidance of the Director of Programmes;
  • Ensure quality and contribute to project publications and other communication products, in consultation with ED;
  • Check compliance regarding the hiring of staff, the procurement of services and asset management, in close coordination with the Director of Programmes;
  • Ensure quality reporting of relevant project narrative reports;
  • Facilitate exchange of information, knowledge and lessons between CO and HQ and feed this into organisation-wide processes;
  • Develop concept notes for presentation to donors and drafts / reviews project proposals;
  • Carry out research and analysis on project-relevant trends and issues, as required by the supervisors;
  • Keep supervisors abreast of any relevant developments that may significantly affect the project and discusses options for response;
  • Support country office staff in development and implementation of monitoring and evaluation plan for respective projects;
  • Support country office staff in mainstreaming gender in its projects;
  • Support Project Director in issues related to the day-to-day management of the country office;
  • Plan for and co-ordinate project set-up and closure, including assets handover, archiving and exit interviews.

Qualifications we require:

  • University degree, in international relations, political science, law, social sciences, or a related field.
  • At least three years of experience in project management either with international organisations or NGOs. Experience with German and European Union-funded projects is desirable.
  • Previous work experience in the field of governance, democracy and human rights, is a distinct advantage;
  • Experience of working on governance issues in the MENA region is an asset;
  • Excellent communication and negotiation skills and ability to work as part of a culturally diverse team.
  • Working knowledge of Microsoft Office, and spreadsheets used to track project activities and outputs.
  • Strong planning and organisational skills.
  • Previous experience in communication and/or fundraising role is an asset;
  • Fluency in written and spoken English is required and working knowledge of Arabic is an asset.
