Multi-year Project Evaluator, Asia Pacific region, ICT in education, Expert in Results-based Management

UNESCO Bangkok is currently implementing the “Enhancing National Capacity to Foster Digital Citizenship Education in Asia-Pacific” Project, funded by the Korean Funds-in-Trust (KFIT). The project aims to support Member States in building national capacity to make informed policy decisions in fostering digital citizenship in the educational setting, with special emphasis on incorporating them into teacher training and development. Towards this end, the project has three main components (please refer to the attached Project Brief):

  1. Establishment of a regional comparative research framework and instruments for the Digital Kids Asia Pacific (DKAP) study that will gather baseline information on children’s actual perception, behaviours, competencies, and use of ICT in education settings
  2. Expansion of national capacity building in developing, implementing, and monitoring competency‐based teacher training and development programmes
  3. Continued support in providing regional platforms for high‐level policy dialogues to disseminate the project outcomes, such as Asia Pacific Ministerial Forum (AMFIE) and Central Asia Symposium on ICT in Education (CASIE), along with strengthening partnerships with key organizations and initiatives in the area of ICT in education

This extrabudgetary Project supports the Expected Result 5 of UNESCO’s biennium plan of 2018-2019, so-called 39C/5, “National teacher policies developed and/or implemented and teacher training programmes improved to increase the supply of qualified and motivated teachers”. The project duration is July 2017 to July 2021, with the project budget of 1.5 million USD. The details of the Project implementation plan and indicators are indicated in Annex A, Project Document.

UNESCO Bangkok seeks to contract the services of an External Evaluator with relevant competence and experience in project evaluation, to ensure utmost objectivity and integrity of the evaluation process. The evaluation process will require the External Evaluator to analyze project-related information, documents, and processes in two phases:

Phase 1: Formative evaluations (two times during the Project period)

  • taking stock of the implemented activities, progress made, opportunities unlocked, and challenges met during the ongoing project implementation; and
  • provide the Project team and national stakeholders with feedback and recommendations to improve the project design and implementation strategies.

Phase 2: Summative evaluation

  • generating evidence-based understanding of key achievements and challenges to inform the decision making process of the donor(s) and UNESCO senior management;
  • identifying the project’s key success factors for each major phase to enhance future project design and implementation of the Project team and UNESCO programme sectors; and
  • drawing vital lessons learnt and good practices to refer to when developing and disseminating project outputs for the national stakeholders of the Project.

The expected audience of the evaluation report includes UNESCO Bangkok’s project team and senior management, and the Government of the Republic of Korea (donor), particularly the Ministry of Education (MOE) and Ministry of Strategy and Finance (MOSF).
