OVERVIEW OF THE FUNCTIONS OF THE POST

  1. Background

    In July 2018, UNESCO and the European Union signed project to develop and preserve the urban heritage in Yemen and to promote employment opportunities for urban youth in Yemen. Recognizing the power of culture as a driver of social and economic development, this initiative is established to support strategies to create employment and improve livelihoods in Yemen, especially for youth. It seeks to harness cultural heritage and industries among Yemen’s core resources, focusing on three priorities: (i) the safeguarding of cultural heritage, (ii) skills development in the area of architectural conservation and urban regeneration, and (iii) the promotion of creative industries for employability and job creation.

    In line with the UNESCO Culture Sector Main Lines of Action 1 and 2, the Programme Manager - Cultural Development: Assist the UNESCO Programme Specialist to coordinate, manage and implement all aspects of the thematic areas related to the Project “Cash for Work; promoting livelihoods for urban youth in Yemen”. The incumbent’s main responsibilities will include: assist the Programme Specialist or other members of the management team in establishing/managing and monitoring contracts with multiple consultants/contractors; facilitate the collaboration and communication between the management team and all relevant government and non-government stakeholders; assist in preparing project proposals and in liaising with potential donors to implement the overall culture programme in Yemen; facilitate the organization of events and meetings throughout the course of the project as required.

    The incumbent’s specific responsibilities will include: the overall supervision of procurement processes for multiple contractors/experts, as well as the overall monitoring and management of those contracts and relationships; liaise with all relevant government and non-government stakeholders; prepare project proposals and liaise with potential donors to strengthen the safeguarding of cultural heritage in Yemen and its contribution to sustainable development; the organization of events and meetings throughout the course of the programme; supervise the organization of training workshops and capacity development initiatives, and contribute to the overall visibility of the programme through reporting and representation of the Office when instructed.

  2. Duties and requirements

    Under the overall authority of the Director of the Office, and direct supervision of the Programme Specialist, the core activities of the incumbent will be to manage the implementation of the project component and thematic area related to cultural development, safeguarding of cultural heritage and the promotion of livelihood opportunities for youth in particular, including, but not limited to:

  3. Oversee the management of activities/projects related to cultural development and the promotion of livelihood opportunities for women, men and youth in the culture sector in Yemen;

  4. Plan and coordinate all activities relating to the implementation of the general thematic area according to the established project work plan;

  5. Supervise the establishment, management and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the programme’s activities and in respect of the rules and regulations of the Organization;

  6. Liaise and facilitate consultation between the relevant local authorities and stakeholders in Yemen, including NGOs, private companies and local community stakeholders as required and necessary;

  7. Advise the Yemeni authorities on the safeguarding of cultural industries and heritage in Yemen and on the implementation of UNESCO’s cultural conventions;

  8. Advise the local authorities and stakeholders on the preparation of management plans for the historic centers of major Yemeni cities, as well as for monumental complexes;

  9. Liaise with existing and potential donors to Yemeni cultural heritage;

  10. Organize stakeholder meetings and capacity-building workshops concerning heritage preservation, cultural industries, their management and possible integration with development processes;

  11. Organize events to enhance awareness raising and programme visibility both inside and outside Yemen;

  12. Facilitate information sharing amongst stakeholders, local communities, NGOs and donors in the course of the program;

  13. Undertake missions to Yemen in particular, as necessary and requested for programme implementation before relocation to Sana’a in 2019.

    REQUIRED QUALIFICATIONS

    Education

    Advanced university degree (Master’s Degree or equivalent) in heritage related field, which may include conservation architecture, heritage management, archaeology, or anthropology.

    Work Experience

  14. Minimum four years’ work experience in the heritage sector or related fields, of which preferably two years in Yemen or post-conflict / post disaster contexts.

  15. Experience working on cultural projects, minimum 4 years.

  23. Ability to manage heavy workload and to meet tight deadlines, paying close attention to detail and quality of work.

  24. Strong IT skills including knowledge of standard office software.

  25. Knowledge of UNESCOs mission, C/4 and C/5 strategies.

  26. Ability to work in diverse multi-cultural settings with sensitivity to the local context

    Excellent knowledge of English (written and oral).

    Benefits and Entitlements

    UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.

    Other benefits include 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
