Description of Services

Integrity Global is seeking a Senior Capacity Building Specialist for an anticipated USAID-funded Monitoring, Evaluation and Learning (MEL) Platform in Jordan. The Jordan MEL Platform will strengthen MEL capacity within USAID Jordan, partners, and local firms, and support the M&E agenda of USAID Jordan by providing guidance, planning, technical assistance, and strategic communications for all new and existing programs as well as conducting sectoral and geographic evaluations to inform USAID Jordan programming. This is anticipated to be a five-year activity.

The Senior Capacity Building Specialist will establish a high-performance capacity building platform, including the management and development of new courseware, and collaboration with program leadership, development staff and customer stakeholders.

Note: this full-time position is contingent upon contract award. Jordanian citizens are encouraged to apply.

Terms of Reference

Essential Duties/Responsibilities

· Establish a high-performing capacity building platform within the project with the intent to build the functional capacity of stakeholders to perform high-quality Monitoring and Evaluation tasks

· Platform Design and Delivery

· Apply theory, creativity, and problem-solving skills during the design, development and implementation of instructional curricula for adult learners

· Manage the development of new courseware in a variety of instructional formats (instructor-led, computer-based, video-based, self-paced, case studies, role-play, blended methods, downloadable materials, chat resources, ad-hoc requirements, etc.)

· Analyze program and course design for alignment with platform standards

· Review course content to ensure instructional integrity throughout the development cycle

· Collaborate with program leadership, development staff, customer stakeholders and subject matter experts to design new curricula, as well as to translate/convert existing curricular content to new delivery formats

· Manage multiple projects simultaneously and prioritize project requirements

· Design and administer assessment instruments to pinpoint instructional needs/requirements

· Design assessment instruments that quantify goal attainment/learning transfer

Team Management and Relationship Management

· Provide support to personnel developing instructional materials and engage in direct-staff leadership

· Manage the work of full-time staff, short-term assistants, and supporting functional teams

· Communicate technical concepts to non-technical audiences effectively - orally and in writing (English and Arabic languages)

· Initiate and maintain positive customer/partner-focused relationships

· Foster an environment that encourages sharing creative insights with an openness to others’ opinions and views

Your experience and qualifications

Knowledge, Skills and Abilities

· Understanding and passion for the capacity development of small businesses and individuals

· Adult learning methodologies, instructional design methodologies and trends

· Requirements associated with the analysis, design, development, implementation, and evaluation of human and organizational training/capacity-building products and services

· Planning, formulating and administering policies, procedures and rules governing the production of human performance improvement interventions

· Project management with demonstrated success delivering high quality/sustainable results within scope, budget, and schedule

· eLearning development applications (e.g. Adobe Creative Suite, In-Line, Captivate, Articulate), Adobe Suite, Learning Management Systems, and Microsoft Office applications

· Kirkpatrick and other assessment rubrics

· Customer service, team building, training and facilitation and problem resolution

· Data entry, retrieval, and research and the ability to synthesize information from various sources

Qualifications

· Bachelor's Degree, or higher, in a relevant subject area (human/organizational performance improvement, instructional design, international development, public policy, or business administration)

· Minimum of 5 years of progressive experience in designing and implementing capacity building projects, preferably in Jordan

· Demonstrated knowledge of M&E systems and procedures, data collection, data validation, and performance reporting

· Proven understanding and working experience in instructional design, instructional technology, adult learning theory, and alternative learning methods

· A track record of innovation in developing training solutions with a portfolio of projects for various audiences

· Demonstrated skills in a variety of educational technologies including learning management systems, curriculum databases, electronic instructional design tools, web-based applications, graphic design, and multimedia educational products

· Excellent communication, writing, grammar, editing and proofreading skills with the ability to compose for different audiences and delivery modalities (English and Arabic languages)

· Excellent instructional facilitation and team management skills, written and oral communication skills, and interpersonal skills

Languages:

· Written and oral fluency in English (required); and Arabic (preferred)
