Overview of the functions of the PA
Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO Iraq Office and UNESCO Representative to Iraq, the PA staff will be responsible for the overall planning, coordination and management of the UNESCO Office for Iraq's portfolio of culture projects and activities related to the “Reviving the Spirit of Mosul” Initiative (hereinafter referred to as “programme”). This portfolio is guided by the "Strategy for the Reinforcement of UNESCO’s Action for the Protection of Culture and the Promotion of Cultural Pluralism in the Event of Armed Conflict" and contribute to the overall goals of socio-economic development and peace building through culture.
In developing and managing the portfolio, including its team composed of international and national staff, the PA staff will be responsible for ensuring its relevance and capacity to address short and mid-term needs in terms of cultural heritage protection, conservation and rehabilitation, along the strategic directions of the UNESCO “Response Plan for the Safeguarding of Cultural Heritage in the Liberated Areas of Iraq”, namely:
To provide immediate protection to affected cultural heritage in liberated areas of Iraq and mitigate the risk of further loss notably by developing the resilience of Iraqi cultural heritage institutions and professionals;
To guide the planning and implementation of mid and longer-term recovery and conservation of affected cultural heritage;
To foster national ownership and international partnerships for the recovery of cultural heritage in liberated areas of Iraq, through enhanced coordination and advocacy;
To contribute to community reconciliation and peace building between the segments of Iraqi society, by enhancing the human dimensions of cultural heritage recovery.
The PA staff will be responsible for the following tasks:
Lead the strategic development of the programme so that it is aligned with cultural heritage reconstruction, restauration and conservation needs and priorities in close consultation with the Government of Iraq as well as local authorities and stakeholders. In this context, s/he initiates and coordinates damage and needs assessments of affected cultural heritage, ensures the overall coherence of the growing portfolio and develops new proposals of assistance to address programmatic gap areas.
Coordinate the implementation of the programme’s projects and activities in order to ensure that objectives are attained in a timely manner, by overseeing the development of workplans and the monitoring of their implementation; and by steering the recruitment, supervision and teamwork of international and national programme staff, as well as experts, to ensure that the Office has adequate capacity available for quality delivery of the programme.
Support relevant Iraqi authorities in aid coordination of international efforts to protect and conserve cultural heritage in the liberated areas of Iraq to ensure synergy and complementarity of such efforts. To this end s/he represents UNESCO in the Joint Steering Committee (JSC), co-chaired by the Ministry of Culture/State Board of Antiquities and Heritage and the UNESCO Office for Iraq; coordinates the organization of JSC meetings in Baghdad; and develops and ensures the regular update of an on-line platform for the JSC;
Proactively engage with existing and potential donors supportive to advocate for sustained financial support to the programme, by ensuring regular interaction and reporting on programme activities and developments and by leading fund mobilization efforts, in close consultation with relevant services at UNESCO Headquarters, notably the Culture Sector and the Bureau of Strategic Planning.

Required qualifications
Education
- Advanced university degree (Masters or equivalent degree) in the field of culture.
Work Experience
- Minimum 10 years of progressively responsible, relevant work experience in the field of culture, of which at least 5 years acquired at international level;
· Work experience in a conflict/post-conflict country.
Skills and competencies
- Current knowledge of development issues and policies, as well as programming policies and procedures in international development cooperation;
- Excellent project management skills;
- Supervisory and managerial skills, capable of leading a team of professionals;
- Capable of making technically sound decisions on all aspects of project implementation;
