Background:
The government of Myanmar has prioritized teacher education in its education reform efforts, recognizing that improvement in quality of teachers is essential to quality education and positive student learning outcomes. Through the “Strengthening Pre-service Teacher Education in Myanmar” (STEM) project, UNESCO, in close partnership with the Ministry of Education (MoE) in Myanmar, is supporting reforms in the pre-service teacher education system through policy and institutional capacity development in Myanmar’s Education Colleges.
The National Project Officer will provide technical inputs, project management and coordination for implementation across all of the STEM project outcome areas, but will, in particular, take a lead role in Outcome Area 3 of the STEM Project on the reform of Education College management structures and planning for implementation of the teacher education reform.
The National Project Officer may also be called upon to represent UNESCO in coordinating with the MoE for implementation of other UNESCO education projects as needed.
Major Duties and Responsibilities:
Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau and under the direct supervision of Head of Project Office in Myanmar, working in close collaboration with the Project Specialists and education units in UNESCO Bangkok and UNESCO Myanmar Project Office, the incumbent will take the lead role in the implementation of Outcome Area 3 of the STEM Project focusing on new management structures for the Education Colleges (EC) in line with the project’s expected outcomes and in close collaboration with relevant national counterparts; and participate in strategic programming discussions across all STEM outcome areas and other education initiatives:
· Take the lead in strategic consultation meetings and discussions on EC management structures, calculation of teacher needs and use of data in planning of roll out of the Education College reform and provide quality feedback and effective comments, in close collaboration with the STEM Team in UNESCO Myanmar Project Office;
· Provide strategic and substantive support and advice on the coordination of work on development of UNESCO IIEP simulation model for calculating teacher needs and costing of the teacher education reform;
· Provide strategic inputs to the design and elaboration of the continuing professional development (CPD) framework and modules for the EC management staff;
· Coordinate and provide technical inputs to the development of terms of reference for consultancies/ services in STEM outcome area 3;
· Coordinate reporting, monitoring and evaluation activities of Outcome Area 3, in line with the overall project monitoring and evaluation framework;
· Across all STEM outcome areas, participate in strategic programming discussions; provide technical inputs to the design and conduct of situational analyses and needs assessments; and provide technical expertise, guidance, and capacity building assistance to relevant local and international implementing partners;
· Across all STEM outcome areas, provide project management and monitoring support, including contributing to work planning and reporting, to ensure successful delivery of results;
· Across all STEM outcome areas, be a workshop facilitator in capacity building activities for EC teaching and non-teaching staff, including the EC Curriculum Core Team and the ICT Teacher Educator group;
· Build positive, active and collaborative working networks with MoE and EC stakeholders and external partners for implementation of the STEM project to promote UNESCO’s capacity as a reliable partner with national counterparts; and
· Carry out any other tasks as assigned by the Head of Project Office to support UNESCO’s education programming activities in Myanmar.
Qualifications/Requirements:
Education: Minimum Master’s degree in education, social sciences, international development, or a related field.
Language: Excellent written and spoken English and Myanmar language skills.
Experience: At least 5 years of working experience related to education, ideally with experience in teacher education, curriculum development, educational planning and/or policies; proven ability to work efficiently, under pressure, and in a multi-cultural environment.
Competencies: Proven research skills; excellent computer skills in all aspects of MS Office and including web content management and database software; ability to work independently on delegated tasks; excellent interpersonal and communication skills.
