Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
In Libya, DRI has been supporting the constitution-drafting process and the work of Libyan civil society organisations on topics related to the constitution, human rights and local governance. Under this project, DRI will be working with its local partners and networks to create a conducive environment for the next steps of the political transition. To do so, DRI, in close cooperation with its local partners, will raise awareness among citizens (online and offline) on the relevance of democratic milestones of the transition and facilitate exchange between citizens and relevant political and institutional actors (such as representatives of the National Election Commission, the Constitution Drafting Assembly and others).
DRI will hold its project kick-off meeting in Tunis with 20 Civil Society Organisations and 10 academics and lawyers from 9 to 13 December 2018. During the first part of the meeting, from 9 to 10 December, the following points will be covered: 1) A discussion of the project’s activities in the coming year and potential cooperation with participants in implementing civic education activities; 2) a presentation of key information around the constitution, the constitutional referendum process and electoral processes in the different scenarios for Libya’s transition in the upcoming months; 3) creating a link between the academic/lawyer sphere and that of civil society organisations. For this, DRI is seeking to retain the services of a legal expert who can devise the sessions on matters of the constitution and upcoming elections. The sessions are to be provided in Arabic.
The second part of the meeting will take place between 11 and 13 December and will include three working groups: two working groups will be trained on how to disseminate awareness messages using social media, and one group will be trained on how to disseminate awareness messages using traditional media. For this, the legal expert shall prepare different scenarios for the coming year in Libya in terms of elections and the consitutional referendum, and corresponding key messages civil society activists could use for their engagement with media. Based on these documents, participants can develop key talking points and simulate engaging with traditional and social media. The templates should be designed in a way that will allow participants to use them later as advocacy tools. The material should be devised in Arabic.
Your duties and responsibilities:
- Desk Work: In close cooperation with DRI Libya’s Project Manager and Policy Officer, develop three content related sessions on the political transition in Libya including 1) the constitution (looking at the bill of rights and governance stipulations defined by the final draft of the constitution and what these stipulations would translate to in reality when adopted), 2) local elections, and 3) national (parliamentary and presidential elections);
- Mission: Building on DRI’s feedback and material provided to you, you will hold these three sessions during the event on 9 and 10 December;
- Desk Work: In close cooperation with DRI Libya’s Project Manager and Policy Officer, develop different scenarios for Libya’s transition, including the constitutional referendum, national conference and national and local elections and based on these scenarios develop key messages which activists could use to speak about the transition to fellow citizens and media and help them prepare content for (online) campaigns;
- Mission: Facilitate a session to enable participants to come up with their own key messages based on the content session and support them in re-formulating or fine-tuning them in line with your own key message;
- Desk Work: Write a mission report after the event reflecting on the work with participants, lessons learned and recommendations for the way forward.
Qualifications we require:
- University degree in political science, law, development or other relevant fields;
- 5 years of work experience researching and writing specifically about topics related to constitutional law and/or elections;
- Proven sound knowledge of the Libyan transition and the specificities of the Libyan constitutional draft and elections;
- Proven sound knowledge of international democracy standards;
- Fluency in Arabic is a requirement.
