Over the next four years, the Programme Evaluation Lead will help to deliver the Evaluation and Learning (E&L) contract for the UK’s Cross-Governmental Prosperity Fund (PF). Learning is a core part of the E&L service focused on encouraging and driving organisational learning within and across the Prosperity Fund’s stakeholders. The Learning, Knowledge & Communications Team is recruiting a new, senior post to support our evaluator team to deliver their learning work and to help ensure we deliver on our E&L Learning Strategy.
You will be curious to understand to what extent organisational learning happens, and how this can result from evaluation activities, and you will be proactive in supporting our evaluator teams to deliver participatory ‘learning within’ evaluation and ‘learning alongside’ evaluation that could enhance the impact of our work with PF stakeholders around the global network. Working with the Learning Lead Advisor and as part of the Learning Knowledge & Communications Team you will be a key link into our evaluator team.
Scope of work:

Working with the Learning Lead Advisor and as part of the Learning Knowledge & Communications Team you will be a key link into our evaluator team.
Responsibilities:
Encourage and support evaluation teams to confidently deliver ‘learning within’ evaluations by:
- offering regular learning ‘touchpoints’, training and reflection opportunities with stakeholders, in line with E&L strategic priorities and annual evaluation and learning cycle
- developing and regularly updating a suite of learning touchpoint and other learning-related reference materials (in a range of formats including text, film) for (i) evaluators and (ii) PF programme teams from across the UK government, to help them understand and apply our learning strategy and approach
- offering ‘helpdesk’-style support to evaluation teams including visioning and troubleshooting
- encouraging evaluator presence and interaction with programme teams via our online learning platform – PF Learning
- working with evaluators to identify and co-develop new ideas to embed and enhance our learning work
Quality assure ‘learning within’ evaluations work by:
- working with the Learning Lead Advisor to clearly and simply define, embed and manifest our Learning Strategy and approach in all our E&L outputs
- co-ordinating with key colleagues working across evaluations, to develop a common approach to delivering ‘learningful’ evaluation outputs
- offering expert learning co-design and (if needed) co-facilitation support for learning opportunities and evaluation visits
- offering input and commentary to evaluator papers, in support of our learning approach and the E&L technical QA process
- offering insights and ideas, based on feedback from evaluation users, to improve the usefulness of E&L publications for learning
- listening to emerging trends around learning and finding ways to apply the best and most useful of these in our setting
- consulting with evaluators on how to improve our E&L Learning Strategy and the way we deliver this in practice
Evidence how learning is happening:
- using your knowledge of learning and the evaluation process to suggest means of monitoring learning-related performance adaptations by programmes. This would include devising and overseeing a system of learning record-keeping that supports E&L evidence-gathering of all types.
- working with Learning Lead Advisor and Evaluation Technical Leads, act to champion the ‘evaluation of learning’ and devising a means to collect evidence for this purpose.
Contribute to ‘learning alongside’ activities by:
- prompting or participating in the development, design and delivery of learning activities which sit outside of evaluation activities, e.g. attending regional PF conferences and making contributions to these
- prompting, driving or contributing content in a range of formats, to support identified learning opportunities which sit outside of evaluation activities
Participate in the life of the Learning, Knowledge & Communications team by:
- deputising and standing in for the Learning Lead Advisor as required
- supporting others in the Learning, Knowledge & Communications team to deliver high-quality work
Experience:
Essential
- 10-15+ years’ experience (with 5 years in senior roles) in organizational learning, monitoring and evaluation, adaptive management, or another field relevant to the role. The ideal candidate will have experience of organisational learning in an international development and/or HMG context.
- Curiosity and drive to understand the diverse learning needs and opportunities of different stakeholders, and the ability to develop an organisational learning programme for a geographically dispersed stakeholder community.
- Substantial experience of participatory workshop process design, facilitation and management.
- Sound political nous, judgment, diplomacy and the confidence to engage with senior level stakeholders in UK and HMG country offices.
- Management of workplans and client interactions.
- A passion for communicating well, including the use of digital platforms to support learning
- Proactive approach to work delivery.
Preferable
- Experience working in and across UK government
- Good understanding of international development issues including MEL (understanding of basic MEL terminology, prior experience of development programmes etc.).
- Experience using a web-based tools to develop online communities of practice.
