The Programme:

DFID is contracting a Third Party Monitor (TPM) for a new neglected tropical disease control and elimination programme, Accelerating the Sustainable Control and Elimination of Neglected Tropical Diseases (ASCEND). The overall ASCEND programme, UK’s largest for control and elimination of neglected tropical diseases (NTDs), will be delivered by the World Health Organization (WHO), the Technical Supplier(s) and a TPM supplier.

DFID is contracting a TPM to ensure that ASCEND is having the intended impact by focusing on independent quality assurance and accountability, ensuring robust monitoring systems and facilitating learning and adaptive management in order to improve overall performance. The TPM will work closely with the Supplier(s) to focus on five main areas of work:

• Assessment of monitoring system adequacy and recommending improvements.

• Independent verification of results against contract and programme logframes.

• Assessment of intervention quality and progress towards outcomes and impacts, via spot-checks of service provision and qualitative evidence gathering. This will also include audits to ensure that the principles and guidelines of GDP are followed.

• Timely cross programme learning across programme countries and between different technical aspects and facilitating adaptive management.

• Process and performance evaluation of the programme.

Role Summary:

The Team Lead will be responsible for the delivery of the TPM contract and management of the Integrity-led project management unit (based in London) and partner organisations which will likely involve remote management. They will be the primary point of contact for the DFID Senior Responsible Owner (SRO) and any other key interlocutors on the programme. They will report to the Integrity programme director.

The Team Lead role is a position of senior management and leadership as well as oversight of technical delivery. The Team Lead will therefore require strong leadership and communication skills as well as technical expertise in the monitoring & evaluation of health programmes. The Team Lead should be able to demonstrate vast academic and/or professional experience in the health sector; experience in neglected tropical diseases is highly desirable.

Terms of Reference:

The Team Lead will have overall responsibility for delivering the required outputs outlined in the DFID TPM contract ToRs (to be shared if selected for the role) to be shared with DFID and the Supplier(s) to inform DFID’s assessment of the performance of Suppliers and to facilitate adaptation of ASCEND during programme implementation. The specific outputs to be provided by the TPM include:

A. Leading the implementation of monitoring & evaluation activities

• Be responsible for the day-to-day delivery and performance management of the programme and programme team;

• Ensure that all programme tasks are completed on time and to a high standard as viewed by DFID;

• Foster a collaborative, constructive ‘one-team’ consortium ethos, building strong positive relationships with local consortium partners.

B. Client and Partner Management

• Act as the day to day focal point for the DFID SRO and other DFID interlocutors;

• Build constructive and collaborative relationships with ASCEND implementing partners.

• Key Liaison with national government stakeholders

C. Monitoring and research technical delivery, capacity building & quality assurance

• Provide research, M&E and health/NTD expertise, technical guidance and quality assurance as required for programme deliverables and outputs

• Quality assure consortium partner inputs and provide capacity support and development as required to bring outputs to high quality standards. Education and Experience:

The candidate will have:

Essential: • A postgraduate qualification degree in public health, developmental economics, public policy or similar; • 20+ Years’ experience in M&E in the health sector; • Demonstrated understanding of monitoring and evaluation and research methods; • Demonstrated team and client management experience with a variety of stakeholders (e.g. DFID, USAID, WHO, UNFPA, Foundations); • Experience of managing complex global multi-country evaluations particularly in complex environments; • Experience of multi-stakeholder coordination • Experience working for HMG, in particular DFID • Strong quantitative and qualitative analysis skills • Fluency in written and spoken English

Preferred: • Experience working on Neglected Tropical Diseases (NTD’s) particularly lymphatic filariasis; onchocerciasis; schistosomiasis; visceral leishmaniasis and trachoma. • Experience leading DFID-funded multi-country programmes • Experience working across several or all of the countries to be covered by the Supplier(s) which include: Bangladesh; Ethiopia; India; Kenya; Malawi; Mozambique; Nepal; South Sudan; Sudan; Tanzania; Uganda: Zambia; Chad; Cote d’Ivoire; Democratic Republic of the Congo; Guinea; Guinea Bissau; Liberia; Niger; Nigeria, Central African Republic; Benin; and Sierra Leone. • Experience of working with WHO
