Background

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

In the framework of its Lebanon projects “Setting an Agenda for Decentralisation in Lebanon – Phase II”, Municipal Know-How for Host Communities in the Middle East, and “Resilience in Local Governance” (RESLOG), DRI is working with Lebanese civil society organisations and public officials to promote local governance in line with good governance principles. More specifically, our project “Setting an Agenda for Decentralisation in Lebanon” aims to reinforce effective cooperation between national and local governments and create platforms for coordination and exchange between citizens and local and national authorities.

DRI works closely with a consortium of Lebanese civil society organisations – Al-Idara bi-Mahalla– and cooperates with academics, think tanks and decentralisation practitioners. In 2019, DRI will use the findings of their comprehensive assessment of governance effectiveness in three key public service delivery sectors to engage national and local government representatives and work with civil society partners to advocate for reform.

DRI is currently recruiting a full-time Programme Associate Communications for its country office in Lebanon to support and coordinate project outputs and communications.

Duties and responsibilities:

Under the supervision of the Country Representative, the incumbent will provide the necessary programmatic, communications and research-related support for project activities and outputs of the Lebanon Country Office:

Programme support and administration

  • Assist the Programme Unit in the preparation, implementation and follow-up of project activities including support to agenda, invitation letters, participant lists, and evaluation material;
  • Support monitoring and evaluation as well as lessons-learned exercises of project activities and outputs;
  • Ensure ongoing accurate Monitoring, Evaluation and Learning (MEL) data collection and storing against DRI standards;
  • Contribute to internal and donor reporting through writing and researching for weekly, monthly and narrative reports, also based on monitored media coverage of relevant reform debates;
  • Act as a gender focal point in the Lebanon Country Office to ensure gender-sensitive project activities and communications.

Communication

  • Act as a focal point for communications in the Lebanon Country Office;
  • Lead on the implementation and further development of DRI’s and the consortium’s communication, strategy and tools, including DRI’s social media tools (Facebook, Twitter, Instagram, YouTube);
  • Report on DRI’s activities and knowledge products in the form of news stories/blog entries for DRI’s website and newsletter;
  • Develop and maintain media relations (developing media messages, writing press materials, drafting and editing comment pieces, in English and Arabic; developing and maintaining contacts with Lebanon-based and regional media professionals);
  • Draft and edit scripts for educational videos (animation videos, short documentary films) and create visualisations (graphs, icons, charts etc.);
  • Collate analytics and metrics on DRI Lebanon communications and submit quarterly analysis reports;
  • Any other outreach activities, as agreed with the Country Representative and DRI HQ.

Research

  • Support the production of publications, including editing DRI publications and preparation of knowledge materials for DRI’s online platforms;
  • Support the Country Representative with specific research tasks, such as background research on political or legal developments in the fields relevant to DRI’s work in Lebanon;
  • Undertake research on subjects relevant to DRI’s ongoing and potential future programming (democracy, rule of law, governance, elections).

Qualifications we require:

  • Master’s degree in political or social science, international development, media studies or other relevant fields;
  • At least 2 years of work experience in the international development/political sector and/or communications related work;
  • Excellent written and verbal communication skills (writing samples may be requested);
  • Experience in writing, editing, proof-reading and designing communication documents in a think-tank style for distribution and online platforms;
  • A demonstrated interest in research and commitment to democracy, human rights and governance issues;
  • Experience in managing social media (Facebook, Twitter etc.) both with regards to strategy and implementation;
  • Sense of initiative, attention to detail, and creativity in driving DRI’s online and advocacy presence forward;
  • Knowledge of governance, democratisation and decentralisation is a strong asset;
  • Knowledge of MEL tools, Project Cycle Management and gender-related issues is a strong asset;
  • Proficient IT skills and ability to create visualisations etc. with open source software;
  • Fluency in English and Arabic; proven excellent writing and editing skills in English and Arabic are an essential prerequisite, in French is an asset.
