Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is implementing the EU-funded project ‘Promoting Human and Labour Rights through GSP+’ in the following countries: Armenia, Bolivia, Cabo Verde, Kyrgyzstan, Mongolia, Pakistan, Paraguay, Philippines and Sri Lanka. The general objective of this EIDHR project is that civil society and social partners become effective advocates and drivers of change ensuring that EU Generalised Scheme of Preferences Plus (GSP+) beneficiary countries meet their commitments to effectively implement core international conventions.
DRI is currently recruiting a part-time, home-based and Spanish-speaking Expert on International Trade and Human Rights. In collaboration with, and under supervision of, the Programme Manager GSP+ Global, you will provide technical feedback to draft case studies and analytical papers produced by our partner organisations in Bolivia and Paraguay, which will relate to any or all of the following topics: human and labour rights issues within each country; exports from these countries to the EU; the GSP+ scheme; human and labour rights as they relate to industries in these countries which export to the EU under GSP+ or otherwise.
Your duties and responsibilities:
As research-oriented organisations with a focus on labour issues and international economics and regional development respectively, our partners in the two above-mentioned GSP+ beneficiary countries, CEDLA and CADEP, are drafting papers this year to analyse and discuss the impact of GSP+ on their economies and related human and labour rights in their respective export sectors.
The consultant, working under the guidance of DRI’s team in Berlin, will perform the following tasks:
- Review the draft versions of papers submitted by these organisations;
- Provide technical input, feedback and guidance to local partner organisations on these draft versions;
- If necessary, hold calls with the partner organisation and/or DRI to clarify any specific issue which is not clear from the written submissions.
Deliverables:
- Written feedback, in Spanish, on partner organisations’ draft case studies and papers, including where possible: technical assessment and insight, questions for follow-up/clarification, and/or any additional information, guidance and advice
- English-language summaries of the above for the Programme Manager GSP+ Global
- Joint calls to clarify any specific points not clear from the submission of deliverables described above
Location and duration of the assignment:
- Timeframe: 6 billable days, dispersed over a period of 6 months, but most likely during March, June and September 2019

Qualifications required:
- University degree in economics, international law, political science, social sciences, or other related fields;
- Legal and technical knowledge of EU’s trade instruments, in particular the Generalised Scheme of Preferences;
- In-depth knowledge of human and labour rights, preferably in Bolivia and Paraguay, including significant familiarity with some, if not all, of the UN and ILO conventions under GSP+;
- Fluency in written and spoken English and Spanish;
- Writing samples/publications related to the targeted sector.
Remuneration Package:
Remuneration will depend on qualifications and experience, in accordance with DRI’s Procurement Policy.
