UNESCO Myanmar Project Office provides responsive, relevant and timely technical support to the Ministry of Education (MOE) in its pre-service teacher education reform which is one of the nine transformational shifts of the Myanmar National Education Strategic Plan (NESP) 2016-2021. Through the "Strengthening Pre-service Teacher Education in Myanmar" (STEM) project, UNESCO aims to improve the pre-service teacher education system in Myanmar through policy and institutional capacity development of Myanmar's Education Colleges. The expected outcomes and activities are designed to improve the quality of education and training in the 25 Education Colleges (ECs) through the development of a new teacher education curriculum, strengthening the planning, management and human resource capacities of ECs, and creating strong networks to accumulate and share knowledge and experiences between institutions. Work Assignment:
Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau for Education and the direct supervision of Head of Project Office in Myanmar, and working in close collaboration with the STEM project team and the Communications and Information Specialist in UNESCO Myanmar Project Office, the consultant will perform the following tasks:
• Develop coherent external and internal communications for the STEM Project covering all four Outcome Areas of the Project, and identify key audiences, key messages and relevant media to use.
• Identify and develop relevant partnerships for communications and advocacy on key issues related to the teacher education reform in Myanmar.
• Manage the development of key communications & advocacy products, overseeing production from creative concept to final product, placement and monitoring and reporting.
• Copy write and edit scripts and text for videos, flyers, posters, newsletters, etc. to ensure content is appealing and informative.
• Work with the STEM project team in drafting opening remarks for events and activities.
• Commission videos and infographics based on findings of studies and research commissioned for the STEM project as well as on information and data related to teacher education reform in Myanmar.
• Commission high-quality photos and videos of STEM events and activities.
• Ensure dissemination, use and monitoring of communications and advocacy products.
• Manage and oversee web and social media presence for the STEM project, writing text for websites, engagement in social media discussion.
• Manage archives including text, images and multimedia content.
• Monitor and measure effectiveness of communications and advocacy strategy. Education, Skills and Competencies:
Education and experience:
• Master’s degree with specialization in communication for development, media and communication, information studies or a related field;
• Minimum 3 years of experience in the field of media and communication and digital communications with at least 1 year of which in a development context;
• Proven experience in working with the education sector; and
• Good knowledge of the Myanmar country context would be desirable.
Skills and competencies:
• Excellent strategic, analytical and communications skills;
• Spoken and written fluency required in English;
• Demonstrate cultural sensitivity and interpersonal skills, ability to interact with people at various professional levels and diverse backgrounds;
• Hands-on experience in advocacy and technical support provision;
• Excellent coordination and networking skills;
• Ability to work in an international, multicultural environment;
• Possess strong sense of visual design principles;
• Experience using multimedia and creativity software such as Adobe Suite or other applications;
• Task- and results-oriented with ability to prioritize and organize work within deadlines; and
• Strong organizational skills, tact and discretion. Deliverables and Timeline:
Monthly progress reports on the achievements and challenges encountered in delivering the outputs related to the work assignment by the end of each month between May and November 2019.
A final report summarizing the activities carried out, achievements, challenges and lessons learnt over the contract period to be completed end of December 2019. Location and travel:
The consultant will be based in UNESCO Myanmar Project Office in Yangon, with travel to field sites as required. Fees:
• Junior-level to mid-level consultant depending on qualifications.
• Travel costs for missions undertaken within the context of the assignment will be reimbursed as per UNESCO rules and regulations. How to apply:
