Background

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide. DRI helps support local ways of promoting the universal right of citizens to participate in the political life of their country, as enshrined in the Universal Declaration of Human Rights (UDHR) and the International Covenant on Civil and Political Rights (ICCPR).

DRI is operating in Sri Lanka since 2016 and has implemented various democratic strengthening projects with the support of the German Federal Foreign Office, the European Union, and the Swiss Federal Department of Foreign Affairs. DRI has specifically worked on the promotion of human and labour rights within the framework of the European Union’s Generalized Scheme of Preferences Plus (GSP+), supporting civil society and social partners in monitoring relevant human and labour rights conventions under the GSP+ process and promoting advocacy for enhanced state compliance for the protection of Sri Lankans’ rights.

Objectives and Role:

Under the supervision of the Project Manager, the National Legal Expert Labour Rights will undertake the following tasks to provide research and contribute to training content as well as recommend activity design for civil society labour rights monitoring.

Deliverables

  • Identify treaties and protocols that have been ratified and enacted as national law in Sri Lanka as well as treaties and protocols that have not yet been ratified by Sri Lanka;
  • Review key ILO recommendations to Sri Lanka between 2012-2018 in relation to international labour treaties;
  • Prepare a summary of key findings from state party reports submitted by the Government of Sri Lanka to ILO between 2012-2018;
  • Identify the gaps between ILO recommendations and actions of the Government of Sri Lanka;
  • Provide a summary of key labour rights for continuous monitoring and reporting for labour rights compliance under EU trade policies;
  • Develop structural, process and outcome indicators to measure the progress against Sri Lanka’s commitment to international labour rights conventions;
  • Provide an agenda and content for the training of trade unions, civil society actors working on labour rights and other stakeholders.

Qualifications

  • University degree in law, labour or other relevant field;
  • At least three years of research experience on labour rights including relevant international conventions, labour rights monitoring and reporting mechanisms;
  • Proven knowledge of the international labour rights system, GSP+ and role of civil society in labour rights compliance initiatives;
  • Fluency in English and Sinhala/Tamil;
  • Proven report-writing, communication and presentation skills.

Duration and Location

The National Legal Expert Labour Rights shall be based in any part of Sri Lanka with the ability to travel to all districts and the DRI country office in Battaramulla, Colombo. The duration of the assignment is maximum two months and shall commence on 22nd April 2019 and end on 21st June 2019 during which the expert is expected to work for a maximum of seven days.
