Overview of the functions of the Position

In 2018, the Director-General of UNESCO launched a flagship initiative “Revive the Spirit of Mosul”, focusing on the human dimension of reconstruction. With the full support of the Government of Iraq and of the UN Secretary-General, UNESCO is coordinating international efforts in two main areas: the restoration and rehabilitation of cultural heritage and the revival of educational and cultural institutions.

Within the framework of this initiative, and through the generous financial contribution of the United Arab Emirates, UNESCO has commenced the Project ‘*Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks*. The restoration and critical reconstruction of Al-Nouri Mosque and its Al-Hadba Minaret as a tool to foster social cohesion and community reconciliation’ (hereafter referred to as "the Project").

The Project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al-Nouri Mosque, and its celebrated, leaning Al-Hadba Minaret. The Project also includes two churches in the Old City of Mosul. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the Project will contribute to job creation, the return of displaced Mowslawis, skills development and important steps towards reconciliation.

In the framework of this Project, and under the overall authority of the Director of the UNESCO Office for Iraq, and the direct supervision of the Senior Project Officer, the Associate Project Officer shall contribute to the implementation of the Project with a focus on all those components related to community engagement, reactivation and promotion of cultural activities, as well as promotion of livelihood opportunities especially for youth and young professionals. This includes the following functions, but not limited to:

  1. Assist the Senior Project Officer in the management of all the Project’s activities/components related to cultural development and the promotion of livelihood opportunities, in coordination with the UNESCO Office for Iraq in Baghdad, and in liaison with relevant services and entities at UNESCO Headquarters;

  2. Assist the Senior Project Officer to plan and coordinate all the Project’s activities relating to community engagement, reactivation and promotion of cultural activities, visibility and awareness raising at local, national and international level according to the established work plan;

  3. Assist the Senior Project Officer in planning and strategizing the implementation of the cultural development activities, with a view to optimizing a proper consideration and understanding of local contexts;

  4. Contribute to the establishment, management and monitoring of contracts and relationships with multiple implementing partners covering the range of expertise required to successfully implement the cultural development components and in compliance with the rules and regulations of UNESCO;

  5. Liaise and facilitate consultation with the relevant government and local authorities in Iraq, NGOs, suppliers and local community stakeholders as required and necessary to ensure proper community engagement in all the Project’s components;

  6. Contribute to the organization of consultative meetings, workshops, cultural events, and any other initiatives aimed at ensuring a full engagement and participation of local community in all the Project’s components;

  7. Contribute to the monitoring of the Project’s performances vis-a-vis the local stakeholders for ensuring its effectiveness and response to local needs and expectations;

  8. Contribute to the development of close collaboration with major and local media groups in Iraq to facilitate and assist the Project’s awareness raising activities, with a focus on cultural development activities and events in Iraq, especially in Mosul.

  9. Facilitate information sharing amongst stakeholders in the course of the Project, as and when instructed;

  10. Undertake missions as necessary and requested for the Project’s implementation.

Required qualifications

Education

  • Advanced University degree (Master’s or equivalent) in social or human sciences, development studies, or any other related field.

Work Experience

  • Minimum of 2 years of relevant professional experience in the culture/social human sciences domains;

Skills and competencies

  • Strong analytical and problem solving skills;
  • Excellent interpersonal skills;
  • Proven ability to draft clearly and concisely;
  • Excellent project implementation skills;
  • Capacity of making sound decisions on all aspects of project implementation;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships (both within and outside the Organization);
  • Familiarity with procurement processes and budgetary management;
  • Good knowledge of standard office software (word processing, spreadsheets, etc.).

Languages

  • Excellent knowledge of English language (both written and spoken).

Desirable qualifications

WorkExperience

  • Relevant professional experience at the international level
  • Previous experience with a multilateral or international organization, preferably within the UN system;
  • Previous experience in a conflict/post-conflict context.

Language

  • Knowledge of Arabic (written and spoken)

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
