Overview of the functions of the position
Under the overall authority of the UNESCO Assistant Director-General for Education, the overall guidance of the Head of the UNESCO Amman Office, the guidance of the Education Programme Specialist, and direct supervision of the Lead Project Officer, the National Associate Project Officer will be primarily responsible for supporting the timely and efficient implementation of the “System Strengthening Partnership with Jordan’s Ministry of Education” program generously funded by the Government of Canada (and expected additional donors in future). The 3-year program aims to support the Ministry of Education (MoE) to strengthen data collection, utilization, and analysis, including through enhancement and greater use of the MoE’s Education Management Information System (EMIS) and WebGIS; monitoring, evaluation and reporting (MER); and evidence-based planning and policy-making.
More specifically, the National Associate Project Officer will be responsible for supporting all aspects of project management, providing technical advice and support including for institutional system strengthening and capacity development within the MoE, maintaining strong and effective partnerships and coordinating UNESCO’s efforts with other key stakeholders and being an effective team member.
In particular, the incumbent will:
- Support the Lead Project Officer to develop and keep up-to-date a strategic and operational plan for program implementation.
- Support the Lead Project Officer to oversee all aspects of program management including financial, procurement, contract and administrative planning, implementation, monitoring, evaluation, and reporting in line with UNESCO procedures and requirements.
- Supervise project assistants and interns and oversee the work of contracted companies and consultants engaged in the delivery of the System Strengthening portfolio as assigned by the Education Programme Specialist or Lead Project Officer.
- Support the Lead Project Officer to ensure technical and operational quality assurance of all project deliverables.
- Work closely with MoE staff, the UNESCO team, technical specialists, contractors and consultants to ensure quality and timely delivery of program activities, narrative and financial reports, and achievement of performance targets.
- Identify opportunities and challenges during implementation and recommend relevant actions to ensure program objectives are met or surpassed.
- Support and contribute to efforts to support Jordan in the implementation of its national Education Strategic Plan 2018-2022 in line with the 2030 Agenda for Sustainable Development, particularly SDG 4, including providing technical support in the areas of data collection, utilization, and analysis; monitoring, evaluation and reporting (MER); and evidence-based planning and policy-making.
- Provide technical advice and support for institutional system strengthening and capacity development within the MoE in areas relevant to program implementation including for the design and development of education statistics, new modules and features to be integrated onto the national Education Management Information System (EMIS), and for improved data analysis, monitoring and reporting tools and procedures in line with international standards and best practice.
- Conduct regular meetings and consultations with MoE stakeholders at all administrative levels – central Ministry, governorates, field directorates, and schools – to identify needs and tailor program activities accordingly.
- Maintain a strong and constructive working relationship with partner ministries, in particular the Ministry of Education, with donor to the program and with other key stakeholders.
- Provide support to the Education Programme Specialist and Lead Project Officer to identify needs and respond to those needs through the effective implementation of the program.
- Provide support to the Education Programme Specialist and Lead Project Officer in coordinating and taking part in the related meetings (e.g. Education Strategic Plan Coordination Structure and Technical Working Group meetings; Education Donor Working Group meetings, etc.).
- Contribute to program and donor visibility and public recognition by carrying out regular communication activities.

Required qualifications
Education
- Advanced University degree (equivalent to Masters) in education, international development, computer information sciences, statistics, economics, social sciences or a related field.
Work Experience
- Minimum of 2 years of relevant experience in the field of education or related areas.

- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationship (both within and outside the Organization);

Languages

Desirable qualifications
Work Experience
- Previous experience working within the UN system including familiarity with its administrative and procurement systems and processes;
- Previous experience working in the field of education with particular focus on educational planning, education statistics, monitoring, evaluation and reporting, Education Management Information Systems (EMIS) and/or institutional system strengthening, capacity development and change management;
- Previous experience providing technical support for the design and development of education indicators, for data analysis and statistics, and for using national Education Management Information Systems (EMIS) or related educational databases for education planning, monitoring and reporting.
