Project Background – Syria Essential Services (SES) II
SES II is a three-year programme funded by the United States Agency for International Development (USAID) and implemented by Blumont. The Goal of the SES II programme is to stabilise conflict-affected communities in Syria, and its two primary objectives are as follows:
Restore essential services (including electricity, water, health, and education);
Strengthen governance institutions primarily through technical, material and engineering assistance.
The primary focus of the programme in year 1 was opposition-held areas of Dar’a, Quneitra and Rif Damascus. In July 2017, SES II expanded to include SDF-controlled areas of North-East Syria (with a focus on Raqqa and Deir-ez-Zor). Integrity’s role on the SES II programme is to provide research that informs programme planning and USAID policy, and to act as a ‘third party’ independent monitor and evaluator of the programme to increase its accountability and effectiveness.
Terms of Reference
Integrity is seeking a Research Manager/Researcher to ensure the successful delivery of key SES II deliverables, from initial recruitment of field researchers, to drafting and finalisation of Atmospherics and Quarterly reports aswell as representing Integrity in meetings with the client.
The role is full-time for 7 months, preferably located in Amman, Jordan.
Start date: Early July 2019
End date: 31 December 2019
Key responsibilities of the Research Manager/Researcher will include the following:
- Assist Integrity with the recruitment of reliable and qualified field researchers in SDF-controlled areas to ensure high quality and credible field data.
- Assist Integrity in expanding its understanding of and networks in SDF-controlled areas, and provide expertise in the design of potential additional SES II and Integrity research work in North-East Syria.
- Leverage own expertise, networks and field management skills to ensure that Integrity’s research is grounded in an objective and reliable evidence base.
- Lead or contribute in the drafting of the monthly atmospheric reports on security, governance, livelihoods and essential services, with support from the Research Support Officer, Field Coordinator and Team Lead.
- Lead or contribute to the drafting of the quarterly reports with the assistance of the Field Coordinator, Field Researchers, Team Lead and Short-Term Technical Advisors.
- Ensure that some/all key Integrity deliverables are met on time and to a high quality, namely: Monthly atmospheric reports; Monthly and Weekly atmospheric maps; Ad hoc reports (1-2 per month); Quarterly reports.
- Attend and contribute to meetings with Blumont and USAID representatives to inform programme and policy decision making concerning North-East Syria.
- Support the Field Coordinator in efforts to ensure high quality and timely delivery of Integrity’s contribution to the SES II programme, including in the development and provision of regular training for field researchers, managing field researchers’ time allocation and distribution, and regular review of field researcher tools and findings.
- Support the Team Lead in efforts to streamline research efforts, including in the development and maintenance of research team resources.
Your Experience and Expertise
You are a professional with the following qualifications and experience:
- Fluent Arabic with a strong command of Syrian colloquial dialect (essential)
- Expertise in the political economy of north-east Syria, with a particular focus on PYD/SDF dynamics and/or Ar-Raqqa and Deir-ez-Zor.
- Excellent English writing skills and experience in report writing for international clients.
- Strong management and people skills, highly organised and able to meet tight deadlines under pressure.
- Developed network of contacts within North-East Syria, and particularly Ar-Raqqa and Deir-ez-Zor.
- Experience in managing teams of field officers within Syria.
- A minimum of a bachelor’s degree in political science, modern languages or any other relevant field.
- A minimum of 3-5 years’ experience in development or humanitarian programming.
- Ability to clearly and concisely communicate complex dynamics and research findings to international clients. Basic Kurmanji is desirable.
