Call for Proposals from Individual Consultants

System Building and Capacity Strengthening of Ministry of Education (MoE) and its Sub-National Directorates of Education for Effective Delivery of Quality Education Outcomes

Reference: IRQ/CONS/19/12

Closing Date : 4th August 2019 (time 18h00 Baghdad local time)

Duty Station : Baghdad, Iraq. The Consultant will be asked to undertake frequent missions to Erbil or any other locations in Iraq, as necessary.

Type of Contract : Individual Consultancy (IC) Contract

Expected Start Date of the Contract : 1st September 2019 (tentative)

Dear Sir/Madam,

UNESCO Iraq Office is inviting written proposals from Individual Consultants for the work assignment described in (Annex A).

Your proposal and any supporting documents must be in English and should include the following:

A Technical Proposal (maximum of 4 page excluding the CV – P.11) should consist of:

a) A description of your proposed approach and methodology for undertaking the assignment;

b) Work plan with detailed milestones and key deliverables/ activities in Gantt chart;

c) Comments on the Terms of Reference, if any (in brief).

d) An up-to-date curriculum vitae based on P11 form (Annex B);

- Declaration of Compatibility of the Professional Status(Annex C)

-Price Schedule Form(Annex D)

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money.

NB. UNESCO will evaluate the proposed fee against its standard rates for similar assignments.
