Operations Manager, Middle East North Africa (MENA) ToR
Full-time. Based in Turkey with up to 50% travel

Scope of Work:
OM MENA will provide all around operational and corporate support to Integrity’s team and projects in the MENA region. Responsibilities will include financial management and support, in-country compliance, country risk and security management, logistics and administrative support.
The position will be hierarchically managed by the Regional Head MENA in Beirut and functionally managed by Head of Finance (HQ based) on matters of financial management, and the Deputy Director for Operations (HQ based) on operations matters. The incumbent will line manage a limited number of staff and project consultants both in Turkey and Lebanon. The position will be based in Gaziantep to support the team on matters of compliance and operations management, as well as provide regional operations and corporate support for all MENA programmes.
Terms of Reference:
Financial management – 33% Level of Effort
· Reconciliation - Produce monthly expenditure reports per project, for project teams to undertake reconciliation and accurate expenditure tracking
· Cash management - Liaise with HQ on payroll management to ensure timely payments of all consultants and suppliers; produce consolidated cash requests for the MENA region; manage the company’s bank accounts in Turkey and Lebanon
· Manage and execute payments and transfers to consultants and third parties for projects based in Turkey. Responsible for coordinating with Corporate staff in HQ, reporting on payment timelines, making payments, confirming remittances and successful payments
· Contracting – Quality assure and approve the recruitment of and issuing of contracts and agreements to project consultants
· Support Project/ Programme Directors to deliver on the job training and guidance to project staff on questions of financial management when need be
Security and risk management – 33% Level of Effort
· Update and manage region, country and project risk assessments and mitigation frameworks, (including but not limited to country plans, contingency plans, hibernation/evacuation plans, project risk management matrixes) and elevate to HQ as necessary
· Ensure robust and suitable Duty of Care procedures are in place and understood for each MENA project throughout delivery in liaison with the Deputy Director of Operations
· Ensure all field-based consultants are briefed on Duty of Care and IT security arrangements, and appropriate procedures are in place
· Ensure the security of personnel and assets in the region - office, IT, documents, equipment, communications
· Responsible for managing team safety, security, movement and travel, and associated communications
· Supported by Operations Officer MENA, monitor and assess local and regional security incidents and trends; liaise with security coordination bodies and focal points from other organisations.
· Coordinate the delivery of all safety and security training needs for regional personnel.
Compliance and logistics management – 34% Level of Effort
· Coordinate all regional compliance (tax, permits, registration, visas) with Corporate and Operations staff in HQ, relevant partners and authorities
· Conduct, approve and record vetting of all consultants prior to contracting and periodically thereafter
· Manage Regional and country offices official documentation and assets
· Manage offices Health & Safety requirements, including all company real-estate.
· Ensure oversight of petty cash management and reconciliation in all MENA offices
· Manage visiting staff and consultants (incl. supporting accommodation, travel logistics, etc.); Responsible for in-country inductions / briefings of new staff and consultants
· Line manage OO MENA and any corporate staff as needed (incl. Personal Development, ToR, annual objectives and appraisals)
Competencies:
· Flexibility and drive – can adapt comfortably and effectively to a variety of situations, and perceive fast pace change as an opportunity rather than an obstacle
· Client orientation and proactive problem-solving - ability to put the needs and interests of others before his/her own, ability to anticipate challenges and focus on solutions
· Track record in financial and budget management
· Demonstrable technical skills in risk management, admin & logistics
· Clear and concise communications skills, both verbally and in writing. Humour and patience are required
· Minimum 5 years of relevant work experience. The ideal candidate will have a mixture of NGO and private sector experience, and be familiar with the MENA region
Languages:
· Written and oral fluency in Turkish and English
· Competency in Arabic desired
