I. Background:
UNESCO, in partnership with the Ministry of Education (MoE), is implementing the Strengthening Pre-Service Teacher Education in Myanmar (STEM) project. Under STEM, UNESCO is supporting the development of a national Teacher Competency Standards Framework (TCSF) and supporting the MoE in conducting a validation study of TCSF together with Myanmar Education Quality Improvement Programme (My-EQIP).
The TCSF provides clear and concise profiles of what teachers are expected to know and be able to do and how well they do at the different stages of their career. It establishes benchmarks against which progress in professional development can assess over time; ensuring that appraisal and feedback are used in a supportive way to recognize and reward effective practice. The validation study comprised of three phases: Phase 1: expert review, Phase 2: teacher survey conducted across different schools around the country, and Phase 3: case studies of teaching practice, in a purposive sample of effective teachers and student teachers. Findings from Phase 2 and Phase 3 are being compiled to be discussed with different stakeholders at a consultation meeting in March 2020. The TCSF is expected to be finalized by mid April 2020.
II. Objectives:
The objective of this consultancy is to produce a National TCSF Implementation Plan which includes but not is not limited to implementation strategies, approaches for implementation, communication plan, assessment tools development, and capacity building for in-service teachers and pre-service student teachers and suggestions for indicators for measuring success that aligns with the STEM Results Framework.
III. Work Assignment:
The International Consultant or Institution/Firm will perform the tasks under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, the direct supervision of Head of Project Office in Myanmar, the day-to-day guidance of the Senior Education Project Officer and in close collaboration with the STEM project team. The International Consultant or Institution/Firm is sought to complete the following:
Design a work plan for the development of the TCSF Implementation Plan including a scoping visit to Myanmar with specific objectives and suggested stakeholders to meet;
Conduct a desk review of Myanmar Sustainable Development Plan, Ministry of Education’s strategic plans, the draft TCSF, the validation study design and preliminary findings, reports/minutes of previous TCSF meetings and consultations, other relevant documents locally and different frameworks in relation to TCSF ;
Develop a mapping of stakeholders’ coordination and support to Ministry of Education TCSF implementation;
Develop a draft outline of the TCSF Implementation Plan, taking into consideration the outcomes and outputs for the TCSF as outlined in the STEM Results Framework. The Plan should include, but not limited to a road map for implementation, the implementation and governance structures to enable successful implementation, immediate priorities, key milestones, indicators to measure success, challenges and risks to implementation, along with mitigation strategies and recommendations;
Conduct the scoping visit to consult key stakeholders about implementation of TCSF tentatively on 3 to 9May in Nay Pyi Taw and Yangon;
Produce a first draft of TCSF Implementation Plan not more than 30 pages detailed implementation strategies and recommended activities based on National Education Strategic Plan and TCSF implementation idea and findings from scoping mission. The Implementation Plan should include but be not limited to implementation strategies, approaches for implementation, communication plan including public communication, awareness raising campaigns and activities, assessment tools development, capacity development of in-service teachers and pre-service student teachers on teacher competency and propose indicators to measure success that aligns with the STEM Results Framework.
Prepare handouts and presentation slides to present the first draft TCSF Implementation Plan to get inputs including priorities and agreement from different stakeholders;
Deliver a one-day session to present the draft TCSF Implementation Plan and facilitate discussions for the finalization of the plan tentatively on 26 May 2020 in Nay Pyi Taw;
Produce a second draft TCSF Implementation Plan, incorporating comments received from various stakeholders.
Prepare handouts and presentation slides to present the second draft TCSF Implementation Plan with key stakeholders in Nay Pyi Taw;
Present and facilitate discussions to get final inputs to the second TCSF Implementation Plan tentatively on 26 June;
Produce a Final TCSF Implementation Plan ; and
Communicate with UNESCO on a regular basis to update on the progress of the assignments.
IV. Deliverables and Timeline:
The International Consultant/Institution/Firm is required to submit the following in editable Word documents in English by the following deadlines.
Produce a work plan for the development of a TCSF implementation plan including a scoping visit to Myanmar with specific objectives, questions for different stakeholders and suggested stakeholders to meet with by 27 April 2020;
Produce a mapping of stakeholders’ coordination and support to Ministry of Education TCSF implementation by 30 April 2020;
Draft reporting format for TCSF Implementation Plan by 30 April 2020;
First draft of TCSF Implementation Plan by 19 May 2020;
Handouts and presentation slides of first draft TCSF Implementation Plan by 21 May 2020;
Submit all supporting documents from travel (mission 1 & 2) such as original boarding passes and original visa fees receipts of official travel undertaken for reimbursement by 29 May 2020;
Second draft TCSF Implementation Plan by 8 June 2020;
Handouts and presentation slides of second draft TCSF Implementation Plan by 19 June 2020;
Final Draft TCSF Implementation Plan by 19 June 2020;
Final TCSF Implementation Plan by 3 July 2020; and
Submit all supporting documents from travel (mission 3) such as original boarding passes and original visa fees receipts of official travel undertaken for reimbursement by 3 July 2020.
V. Location and travel:
Home-based to work remotely with three missions to Nay Pyi Taw and two missions to Yangon.
VI. Fees:
· The lump sum is established on the basis of a daily or monthly rate based on UNESCO rules and regulations on Level of Assignment and Remuneration; and depending on qualifications; and
· Travel costs for missions undertaken within the context of the assignment will be reimbursed as per UNESCO rules and regulations.
VII. Qualifications and experience:
For an international consultant:
It is mandatory to have:
· Advanced University Degree in Education, Social Science or a related filed;
· A minimum of ten years of experience in education policy and planning, preferable in both national level and departmental level;
· A minimum of five years of experience in Monitoring and Evaluation; and
· Strong analytical skills and excellent written and oral communication and report writing skills in English
It is desirable to have:
· Experience in developing teacher competency standards framework implementation plan;
· Experience in developing capacity development plan of teachers;
· Good understanding and knowledge on the use of technical terms related to teacher competency standards framework; and
· Experience in working with Ministry of Education in developing countries and/or in Myanmar.
For an Institution/Firm:
It is mandatory to have:
· A minimum of five years of prior experience in successfully implementing international projects in education development in developing countries; and
· A minimum of two international projects successfully implemented in the development of Implementation Plan for capacity building for teachers and Monitoring and Evaluation of development projects.
It is desirable to have:
· A minimum of two international projects successfully implemented in the field which demonstrates experience with development of teacher competency standards frameworks implementation plan; and
· A minimum of two references from UNESCO and/or the UN System including World Bank Group.
Any personnel hired by the Institution/Firm needs to have the following qualification/experience:
It is mandatory to have:
· Advance University Degree in Education
· A minimum of ten years of experience in education policy and planning, preferable in both national level and departmental level;
· A minimum five years of experience in Monitoring and Evaluation; and
· Strong technical skills of analysis and excellent written and oral communication and report writing skills in English.
It is desirable to have:
· Experience in developing teacher competency standards framework implementation plan;
· Experience in developing capacity development plan of teachers;
· Good understanding and knowledge on the use of technical terms related to teacher competency standards framework; and
· Experience in working with Ministry of Education in developing countries and/or in Myanmar.
