I. Background:
Through the “Strengthening pre-service Teacher Education in Myanmar” (STEM) project, UNESCO is working closely with the Myanmar Ministry of Education (MoE) to provide policy and institutional capacity development – at central-level within the Department of Higher Education (DHE) and at institutional-level within Myanmar’s 25 Education Colleges (ECs) – for the reform of the pre-service teacher education system.
With support from the UNESCO-HNA Partnership for Girls’ and Women’s Education, Myanmar is participating in UNESCO’s initiative on ‘Enhancing Girls’ and Women’s Right to Quality Education through Gender Sensitive Policy Making, Teacher Development and Pedagogy in South, Southeast and Central Asia’, together with Cambodia, Nepal, Sri Lanka and Uzbekistan.
Training workshops on Gender Mainstreaming in Teacher Education were organized in November and December 2018 as part of capacity building to policy makers and planners of representatives from ECs, different MoE departments and budget department of Ministry of Planning and Finance. In 2019, the working group reviewed EC Year 1 curriculum, both student teacher textbooks (TBs) and teacher educator guides (TGs) to ensure the integration of gender-responsive approach to the four-year EC curriculum and set up individual and institutional action plans on gender mainstreaming in teacher education.
II. Objectives:
The overall objective of the assignment is to i) deliver a half-day training on gender based violence in schools, ii) facilitate a review session on EC Year 2 Curriculum, and iii)provide technical inputs specifically on inclusion and gender for EC Year 2 curriculum - syllabus, TBs and TGs - to ensure that Year 2 EC curriculum is inclusive and gender-sensitive.
III. Work Assignment:
The National Consultant will perform the tasks under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, the direct supervision of Head of Project Office in Myanmar, the day-to-day guidance of the Senior Education Project Officer and in close collaboration with the STEM project team. The National Consultant is sought to complete the following:
Review the draft Year 2 EC curriculum, including 14 subject syllabi, TBs and TGs;
Review existing tool and the checklist for teaching and learning materials developed by UNESCO and revise the tool and the checklist according to the needs;
Review the comment sheet developed by UNESCO and revise the template to be used during the review meeting to collect participants’ comments in a systemic way;
Prepare the agenda, PowerPoint Presentations, teaching/learning resources, and facilitate 0.5 day training on gender based violence and 2.5 day review meeting on 6-8 April in Nay Pyi Taw;
Organise and finalise the comment sheets and submit to UNESCO the comment sheets by subject;
Write a report on curriculum review with overall, by subjects and recommendations for action in consultation with UNESCO; and
Communicate with UNESCO on a regular basis to update on the progress of the assignments.
IV. Deliverables and Timeline:
The National Consultant/ is required to submit the following in editable Word documents in English by the following deadlines.
Submit the draft revised tool, checklist and comment sheet for a gender review meeting of EC Year 2 curriculum and draft annotated agenda for the gender training and curriculum review by 27 March 2020;
Submit the tool, checklist and comment sheet for a gender review meeting of EC Year 2 curriculum, agenda, PPTs and teaching/learning resources for the review meeting 29 March 2020;
3. Conduct 0.5 day training on gender based violence and 2.5 day review meetings to ensure the mainstreaming of gender into Year 2 curriculum tentatively 4-6 April 2020;**
4. Submit finalsed comment sheets by subjects by 11 April 2020;and **
- A final report on curriculum review and recommendations for action by 15 April 2020.**
V. Location and travel:
a) Home based to work remotely with one domestic mission to Nay Phyi Taw tentatively on 6 – 8 April 2020 to facilitate a gender review meeting on Education College Year 2 Curriculum.
VI. Fees:
· The lump sum is established on the basis of a daily rate or monthly rate based on UNESCO rules and regulations on Level of Assignment and Remuneration and depending on qualifications; and
· Travel costs for missions undertaken within the context of the assignment will be reimbursed as per UNESCO rules and regulations.
· Total 21 working days: 16 days for review and reporting and 5 days for preparation and delivery of workshop.
VII. Qualifications and experience:
For a national consultant:
It is mandatory to have:
· Advanced University Degree in Education, Social Science, public policy or a related filed;
· A minimum of ten years of experience in gender mainstreaming and gender equality;
· Experience in gender assessment of textbooks and teaching materials in teacher education;
· Experience in gender mainstreaming , inclusion or equity in Education or Teacher Education;
· Experience as a trainer with good facilitation skills;
· Experience in curriculum or module development, design and training on gender and gender mainstreaming; and
· Strong analytical skills and excellent written and oral communication and report writing skills in English.
