Your role and where you fit into the Integrity team
The Information Technology (IT) Manager will primarily work with one of Integrity’s largest project teams in London supporting the Conflict, Stability and Security Fund (CSSF) Global Monitoring, Evaluation and Learning (MEL) Partnership. The IT Manager will also sit within Integrity’s Data and Knowledge Management team and will support with internal corporate initiatives.
Project Background
The UK government funds over £1 billion in programming per year through the Conflict, Stability and Security Fund (CSSF). Operating in over 70 countries, CSSF is central to the UK government’s work overseas. CSSF has contracted Integrity Research and Consultancy, and our partner LTS-Niras, to support the development of a stronger, more agile and more sustainable ‘ecosystem’ for monitoring, evaluation, learning and their application in decision-making. To achieve this we shall, among other things:
- Support CSSF in putting in place effective M&E frameworks, processes and tools, including evidence synthesis, at Fund and portfolio levels; and sharing promising practice at programme level.
- Support CSSF in developing and implementing a capability-building strategy for MEL;
- Strengthen CSSF organisational learning processes and incentives and support CSSF systems for the commissioning and use of applied research; and
- Enhance CSSF use of digital tools in MEL knowledge management.
The programme is currently well into its 6-month inception phase, and implementation plans are therefore being developed, including scaling up the project team to meet the anticipated requirements of project implementation.
Scope of Work
We are seeking an Information Technology (IT) Manager who will be responsible for providing internal information and knowledge management support and oversight of IT systems and platforms to the CSSF Global MEL Partnership.
Where opportunities arise the IT Manager will also be responsible for supporting specific data and knowledge management (DKM) strengthening initiatives being delivered externally to the CSSF network. The IT Manager will work closely with the Project Manager, Project Officer and DKM Lead.
The IT Manager will:
- Report to the Project Manager for project tasking.
- Oversee compliance with the project information security management protocol (infrastructure, hardware, software).
- Be responsible for the maintenance and development of the IT-based project knowledge management platforms (Office 365, SharePoint, Podio), ensuring data and information needs are accessible to the core team to support project delivery, all the whilst maintaining adherence to information security protocol data security needs.
- Be responsible for managing membership and access to project resources in IT-based knowledge management systems.
- Provide DKM and IT ‘helpdesk’ support to core team, and support team with IT-related training, capacity-building and new team member inductions.
- Be responsible for research and development to improve IT/DKM systems in response to changes to internal/client information management approaches or operating environments.
- Be responsible for compliance with all company and project policies and information security/ privacy legislation.
- Lead on training team members on active DKM systems, policy expectations, best practices, efficient working/collaboration, privacy and information security (inc. the UK Government document classification system) both in person and by producing guidance documentation.
- Support the identification, procurement, configuration and management of suitable IT hardware, software, delivering cost efficiencies through supplier relationships.
- Provide on-demand and ad-hoc support to the DKM Lead in relation to external support to the CSSF network.
- Provide emergency assistance as part of Integrity’s IT security incident response team.
Your Experience and Expertise
The IT Manager will have:
- 5-10 years’ experience in an IT/knowledge management role.
- Experience administering Office 365 and SharePoint inc management policy configuration.
- Experience working with other IT-based knowledge management platforms (eg ‘Podio’).
- Experience working with Government documents, and familiarity with HMG information classification policies and systems.
- Experience working on donor-funded projects is an advantage.
- Experience with digital data collection, analysis and visualisation packages is an advantage.
- Ability to work under pressure, to tight deadlines and in challenging environments.
- Written and oral fluency in English, with the ability to write clear and compelling narrative.
