I. Background:
UNESCO, in partnership with the Ministry of Education (MoE), is implementing the Strengthening pre-service Teacher Education in Myanmar (STEM) project. Under STEM, UNESCO is supporting the MoE for the development of a national Teacher Competency Standards Framework (TCSF) and developing an implementation plan for the TCSF.
The TCSF is a guidance document for policy makers and curriculum developers responsible for teacher education (pre- and in-service) and basic education. It is also a tool for teachers in their continuing professional development and achievement of quality in their professional practice. The Framework can be used to:
· provide clear direction to policy makers, curriculum developers and teachers on what constitutes professional practice and expected pedagogical content knowledge;
· guide the revision and on-going monitoring of teacher training programmes, including the development of a curriculum framework;
· help assess pre-service teacher training graduates to ensure they meet minimum standards for accreditation;
· strengthen peer mentoring and instructional supervision by teacher educators, education supervisors, school heads and classroom teachers; and
· establish a clear path for merit-based teacher placement and career advancement, shifting performance evaluations from educational background and years of teaching to observable performance and competency to support students’ learning.
II. Objectives:
The objective of this consultancy is to produce printed and digital communication materials to raise awareness about the importance of teacher competency in supporting teaching and learning, and for their career development, as well as to promote the TCSF.
III. Work Assignment:
Under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, the direct supervision of Head of Project Office in Myanmar, and the day-to-day guidance of the Education Project Officer of the STEM project, the contractor will undertake the following tasks:
Develop key messages on the TCSF to increase awareness and promote it among a wider audience including the general public;
Develop a script for an informative video, which can deliver key messages to audiences in more engaging approaches. The script needs to be developed with special attention to details such as cultural context, appropriateness of actions, gender sensitivity and the choice of color reflecting the local context of the setting;
Develop an original layout design for several materials including: a) fact-sheets; b) posters; c) PowerPoint presentations;
Proofread and copy-edit all materials in English and Myanmar language to ensure the accuracy of the layouts;
Develop concept storyboards (character illustrations, infographics, static samples of character placement to be used in the final animation) with special attention to details such as cultural context, appropriateness of actions, gender sensitivity and the choice of color reflecting the local context of the setting;
Produce a short video or animated video of 2-3 minutes duration based on the script;
Produce final video with voiceover in Myanmar as provided in the script(s) and subtitle in English language; and
Provide all original files such as Word documents /PDF/PPT/Video format MOV, MP4 to UNESCO Myanmar and ensure all the deliverables are of the highest quality. Submit the files in different formats with various resolutions suitable for dissemination on different platforms such as TV, websites and social media. Technical aspects of dissemination on these platforms shall be considered during content production.
IV. Intellectual property rights
- The Contractor warrants that:
a. All the design and illustrations are the original works of the Contractor. The Contractor is the sole and unrestricted owner of the exclusive rights of the creative work;
b. The animations and designs are free from encumbrances and no third party is entitled to any intellectual property rights with regard to the content in the videos; and
c. No third party rights have been infringed in the making of the videos.
- The Contractor grants UNESCO the exclusive worldwide rights to exploit, to publish, to reproduce, to diffuse, to distribute, to communicate to the public, etc., in any form and on any support, including digital and broadcast, and to license these rights to third parties on the basis of the rights herein vested in UNESCO.
V. Technical considerations for content production:
The Contractor may choose the application most suitable for the production of animated content. However, it is recommended that the Contractor utilizes applications requiring minimal calibration and interface mastery, especially in terms of repeated editing during the later stages of development.
Industry standards for fact-sheet and poster creation include vector-based illustration software such as Adobe Illustrator.

Industry standards for 2D vector animation such as Adobe After Effects, Adobe Premiere, Adobe Edge Final Cut Pro are best for delivering final product in various application formats for seamless sharing on web and social media. The Contractor may also choose “plug-and-play” applications to attain acceptable results using: Go! Animate, Xtranormal and Wideo.
Final Content: Short video or animated video delivered on CD/DVD/Hard Drive and uploaded onto a cloud storage platform determined by the UNESCO Myanmar Office.

Note: Due to the fast-evolving COVID-19 situation, a degree of flexibility is needed to allow for amendment of the contract deliverables and requisite payment.
VI. Deliverables and Timeline:
The contactor is required to submit the following in editable Word documents /PDF/PPT/Video format MOV, MP4 in English and Myanmar by the respective deadline.
Draft key messages for the TCSF awareness raising and promotion campaign by 2 July 2020 to be used in all products, including fact-sheets, posters, presentations and videos.
Finalize these key messages together with accompanying illustrations for the TCSF awareness raising and promotion campaign by 6 July 2020.
Produce an original layout design fact-sheets, posters and PowerPoints for the increased awareness and promotion campaign of TCSF by 15 July 2020 based on the key messages and illustrations developed previously.
Draft script and art style for an animated video for awareness raising and promotion campaign of TCSF by 20 July 2020.
Video or animated storyboard with narration by 31 July 2020.
Final video or animated video by 30 August 2020.
VII. Proposed Payment Arrangement:
The fee is upon approval by UNESCO of the deliverables by the contractor. All payments shall be effected by bank transfer. UNESCO shall be responsible for its own banking fees but any possible intermediary banking fees, as well as the beneficiary's own banking fees, shall be the responsibility of the contractor.
VIII. Qualifications and experience:
It is mandatory to have:
· A minimum of five years of prior experience in communication strategies and communication material development including printed and online materials , and
· Understanding of the Myanmar context and working experience in Myanmar.

A Technical Proposal specifically including number of team members and their qualifications and experience, timeframe of completing the tasks and quality assurance mechanism;
A sample work on printed and online materials;
A Financial Proposal with breakdown costs.
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met with satisfactory deliverables. Accordingly, in evaluating the proposals/applications for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria set out in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
