Scope of work

Integrity is looking for a dynamic and ambitious Deputy Chief of Party (DCOP) for the USAID Nigeria
Monitoring, Evaluation and Learning Activity. The objectives of the proposed MEL Support activity
are to assist the Mission with strategy-, project-, and activity-level performance monitoring, evaluation,
and learning including independent field-based monitoring, data quality assessments, data gathering
and verification, impact and performance evaluations, assessments, collection of select country
context indicators, organizational learning, and improving knowledge management. In addition, the
activity will support short term technical assistance for USAID programmatic objectives where short term
technical assistance (STTA) staff for learning are embedded in the Mission or in Nigerian
government systems that need the support.

This activity is expected to help support Nigeria on its Journey to Self-Reliance (J2SR), helping to build a highly qualified domestic cadre of MEL Specialists, including USAID staff, its own staff and partners, staff of other USAID implementing partners, contractors, government counterparts, and others.

The Deputy Chief of Party will assist the Mission in establishing performance measures, collection and analysis of performance information, and will plan and manage evaluations, participate of evaluation teams as a qualitative researcher, design programs, and conduct activities to build Mission and Implementing Partner capacity in M&E methodology. S/he explores and leads the Mission’s efforts in new ways of evaluation and evaluative processes with the aim of making the Mission a leader in evaluation processes and evaluation information use. S/he will lead the design and application of econometric methodologies in all aspects of the monitoring and evaluation program.

S/he will lead the application of econometric or other quantitative approaches to the Mission’s analyses for assessments, evaluations, baselines, data quality assessments and other M&E data gathering efforts. S/he assists Mission Management in using the performance information for decision-making and resource allocation. The DCOP serves as the principal point of contact in Nigeria for procedural and substantive matters in the absence of the COP. The DCOP must backstop and reinforce the other long- and short-term specialists; ensure that the Activity focus remains on achieving results; and manage an effective monitoring and reporting system.

This is an Abuja-based, full-time position. The expected period of performance is an estimated five years to cover the duration of the program.

Project background – USAID Nigeria MEL Support

USAID/Nigeria works across several teams to address the country’s development challenges and support Nigeria on its journey to self-reliance. Presently, the technical teams are (1) Economic Growth and Environment, (2) Education, (3) HIV and Tuberculosis, (4) Health, Population, and Nutrition, and (5) Peace and Democratic Governance. In addition, USAID addresses humanitarian crises in Nigeria through the Bureau of Humanitarian Assistance, and some of the immediate impact of conflicts created by Islamic State of West Africa and Boko Haram through USAID’s Office of Transition Initiatives.

USAID/Nigeria’s current Country Development Cooperation Strategy (CDCS) goal is “Reduced extreme poverty in a more stable, democratic Nigeria.” The Mission is working to achieve this goal through a set of three broad Development Objectives (DOs):

DO 1: Broadened and inclusive growth,

DO 2: A healthier, more educated population in targeted states, and

DO 3: Strengthened good governance.

The strategy is currently undergoing redesign and the Mission anticipates having the new strategy in place not later than the Fall of 2020. Many of the activities under the current strategy are expected to continue under the revised strategy, and the period of performance of the proposed MEL Support activity will roughly align with the new CDCS, 2020-2025. USAID/Nigeria seeks highly experienced and capable firms that can work closely with the Mission and its partners to track and demonstrate performance, enhance Mission MEL capabilities, and support the learning agenda.

Your experience and expertise

We are looking for a wide range of experience in supporting collaborative processes that create better spaces for people to reflect on and learn from each other’s experience and know-how in the context of MEL.

In particular, the DCOP will:

  • Serve to assist Integrity’s Chief of Party in Nigeria in technical, administrative, and financial

management of the activity, including acting as COP when the COP is unavailable.

  • Help ensure contractual compliance as well as make cash flow projections and monitor

project budget and expenditures.

  • Supervise field operations, administration, logistics, and procurement, as well as ensure the

overall safety of office staff and short-term consultants through management of a security

contract and ensuring staff strictly adhere to all security protocols.

  • Managing, delivering, and monitoring of sub-grants as well as program monitoring, evaluation,

and reporting.

  • Oversee the development of annual work plans and reports, quarterly performance monitoring

reports, and other client required reporting, ensuring quality control and timeliness of all

deliverables as required by USAID

  • Coordinate the development and implementation of the project technical strategies, adapting

global and regional technical resources, tools, and best practices as needed.

  • Ensure that project activities are sustainable by networking, coordinating, and linking

effectively with other programs, partners, and counterparts, as well as capacity building and

institutional strengthening of IPs.

Qualifications

  • A minimum of eight years of progressively responsible professional experience in managing

monitoring and evaluation activities within complex international development contexts in the

areas of Health, Democracy, Governance and Conflict, Economic Growth, Education and/or

agricultural development. Experience with finance, operations and security for international

donor-funded programs, and USAID-funded projects preferred.

  • A minimum of a Master’s Degree in development, evaluation, economics, knowledge

management, or related fields.

  • Previous experience leading multiple international donor funded evaluations and

assessments. Ability to lead and conduct field work in non-permissive environments, areas

with hardship conditions, in remote areas, for extended periods of time.

  • Thorough understanding of USAID policies and procedures; prior experience as DCOP or

Director of Finance and Administration on USAID-funded projects preferred.

  • Excellent management, leadership, decision‐making, and interpersonal skills including, verbal

and written communication, presentation and facilitation. Superior oral and written English

language communication required. Fluency in Hausa, Yoruba, or native Nigerian languages

preferred.

  • Experience in Nigeria or West Africa required. Nigerian citizens preferred.
  • Ability to effectively assemble, work with and manage a highly‐skilled, interdisciplinary team;

interact with and lead a broad range of cross-sector governmental and non‐governmental

actors and institutions; and implement detailed, timely and high-quality M&E programs.
