I. Background:
Along with the overall development of Myanmar in recent years, the country’s media sector is developing at a fast pace. The expansion of traditional media that are adopting online platforms to distribute their content, and the increasing number of social media users are drawing a very different media landscape. Despite the pervasive use of social media, the Myanmar Audience Study concluded that the level of Media and Information Literacy (MIL) in Myanmar remains low, with many finding it difficult to decipher media content and grasp the role and purpose of media and news.
These issues are analyzed in detail in UNESCO’s 2016 publication Assessment of Media Development in Myanmar. In this report, UNESCO also issues policy recommendations and lays out a high-level action plan to address these challenges. Since then, the UNESCO Myanmar Office has continued to work as a catalyst and supporter of media reform and development in the country. Also, Myanmar’s national government is concerned about the harm that hate speech and disinformation can cause, and has, on several occasions, publicly condemned the use of hate speech.
