Chief of Party - USAID Data, Evaluation, Learning and Technical Assistance (DELTA) Activity

Scope of work

Integrity is looking for a dynamic and ambitious Chief of Party (COP) for the anticipated five-year United States Agency for International Development (USAID) Data, Evaluation, Learning, and Technical Assistance (DELTA) activity. The new DELTA design will support the Mission teams to allow agility and adaptability in the dynamic development context in Liberia; produce data-driven analyses to inform activity design and implementation; maintain a performance management system; and support data calls and reporting requirements that demand rapid assimilation and synthesis of various data points.

The COP will lead and manage the overall complex operations of the DELTA activities and ensure that quality standards and schedules are met. S/he will provide vision and overall leadership to program operations and serve as the primary point of contact with USAID on day-to-day activity implementation and management issues. The COP will supervise the work of all personnel assigned to tasks under the program and provide cost and quality assurance of all tasks and assignments undertaken to achieve the objectives of DELTA.

This is a Monrovia-based, full-time position with travel throughout the country. The expected period of performance is an estimated five years to cover the duration of the program (2021–2026). Please be advised that the position is dependent on contract award.

Pr­oject background – USAID/Liberia DELTA activity

Liberia continues to consolidate its democratic gains and rebuild its war-torn economy. Since the end of the Liberian Civil War in 2003, the country has held three national elections generally perceived as free and fair. It has also taken on the difficult task of rebuilding its economy, and strengthening its educational and health care delivery systems. The 2014-2015 Ebola Virus Disease outbreak drained the Government of vitally needed resources, slowed economic growth, and delayed key development projects. The worldwide response led by the United States helped bring the worst of the outbreak under control. USAID’s work helps build confidence in public governance, brings reforms to key institutions and fosters measurable improvements in the lives of average Liberians.

USAID’s development partnership with Liberia dates back to the very founding of the Agency in 1961. As the largest bilateral donor in Liberia, the United States plays an influential and vital role in many aspects of Liberia’s development.

USAID/Liberia strives to ensure that the Agency’s development strategy for Liberia complements and supports the Government of Liberia’s own development vision as articulated in its Agenda for Transformation and other national development strategy documents. In particular, USAID partners with the Government and people of Liberia to address the underlying structural and institutional problems that gave rise to fourteen years of civil strife and war, while at the same time tackling the country’s more immediate development needs and challenges.

USAID’s development strategy in Liberia seeks to attain four objectives:

  • More effective, accountable and inclusive governance;
  • Sustained market-driven economic growth to reduce poverty;
  • Better educated Liberians; and
  • Improved health status of Liberians.

Your experience and expertise

We are looking for a wide range of experience in supporting collaborative processes that create better spaces for people to reflect on and learn from each other’s experience and know-how in the context of monitoring, evaluation, and learning (MEL). In particular, the COP will have:

  • At least 12 years of overseas experience in international development with demonstrated capacity to manage and evaluate complex multi-million-dollar development programs, including the design of the evaluation methodology, performance management plans, participatory data collection methods and protocols, and data verification techniques.
  • At least 4 years of experience as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials and ability to provide consulting services in helping clients analyze problems, devise and adopt solutions.
  • Experience managing complex stakeholder relationships, including at all levels of government; experience supervising and mentoring long-term field staff and short-term U.S., third country, and local experts of diverse backgrounds in the area of monitoring and evaluation.
  • A graduate degree in the field of management, international development or a related technical field, or sufficient comparable experience in building local staff and partner capacity as well as strategic planning.
  • Strong background in project management, organizational development and monitoring and evaluation to ensure adequate liaison with the USAID Mission and provide comprehensive monitoring and evaluation support.
  • Technical expertise in monitoring and evaluation related to education, democracy, governance, health, or other relevant areas; experience working in Liberia strongly preferred.
  • Understanding of Collaborating, Learning and Adapting (CLA), USAID’s J2SR, Program Cycle, and Evaluation Policy.
  • Prior experience in a high threat environment with strong multi-cultural, inter-personal and supervision skills.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
