Background
Democracy Reporting International has launched a two-year project aimed at strengthening democratic consolidation in Sri Lanka by informing the reform process with comparative expertise and by generating broad stakeholder participation through the incentive of the Generalised Scheme of Preference Plus (GSP+). DRI’s project in Sri Lanka is funded by the German Federal Foreign Ministry.
Objective and Role
DRI requires long-term services of a consultant or organisation to provide strategic advice, research and briefings on political, legal, economic reforms in Sri Lanka, as well as on the status of international human and labour rights treaty implementation with a nexus to GSP+.
Location and Duration
The Democracy and Governance Consultant will be based in Colombo, Sri Lanka. Services are envisaged on a fixed-term basis for 12 months, through an expert contractual arrangement based on a maximum of 6-8 days per month (or 48-64 hours per month).
Duties and responsibilities
Reporting to the DRI Sri Lanka Country Representative, the Democracy and Governance Consultant is responsible for:
- Delivering expertise on political, legal and economic reforms in Sri Lanka, including constitutional and other political reforms, as well as on the status of international human and labour rights treaty implementation with a nexus to GSP+
- Conducting research and monitoring commentary to prepare briefing papers for DRI, other stakeholders and project beneficiaries
- Networking and building relationships with key policy makers, civil society representatives and other stakeholders as a representative of DRI
- Presenting or leading sessions at events, training, and conferences on related topics, preparing materials and reports as necessary
Qualifications and experience
- Master´s degree in political science, human rights, law or related discipline; PhD preferred
- At least seven years of relevant professional experience in supporting democracy, human rights and legal reform; knowledge of GSP+ an asset
- Sound knowledge of international democracy and human rights standards – with a particular focus on minority rights, ICCPR, CAT, CRC, and labour conventions
- At least seven years of experience working with parliament, government, civil society and other policymakers in Sri Lanka
- Experience in providing comparative expertise on the above topics in conducting advocacy, in delivering trainings, in conducting workshops and events, and in preparing briefing papers
- Fluency in written and spoken English and Sinhala or Tamil
