OVERVIEW OF THE FUNCTIONS OF THE POST
The Nation Project Officer will work under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Liaison Officer of the Kyiv Office, and the direct supervision of the Programme Coordinator for Education. The Nation Project Officer will also work closely with UNESCO Headquarters staff, specifically in the Section for Teacher Development (ED/PLS/TED) and is required to maintain regular contacts with the Ministry of Education and Science of Ukraine, UNESCO Education Sector Divisions, ED Institutes/Centres, local external partners such as IGOs and NGOs, in particular members of the local UN community, maintaining liaison, exchanging information, undertaking joint activities, and promoting cooperation.
Specifically, the incumbent shall be responsible for the following:
- Participate in the overall project planning, expenditure, deadlines and reporting as well as contribute to the further development of a detailed project implementation plan and milestones;
- Oversee and facilitate the implementation of the full set of activities planned for this Teacher Professional Development (TPD) component in line with the New Ukrainian School (NUS) Reform, the Ministry of Education and Science of Ukraine (MESU) Digital Transformation agenda and crisis-sensitive context:
- Institutional analysis of the TPD delivery model as well as development of recommendations to strengthen the capacity of teacher training institutions (TTIs);
- Contribute to the selection of an appropriate Learning Management System (LMS) platform and implementation of the necessary improvements for TTIs to deliver online/hybrid teacher training as agreed with MESU and TTIs;
- Provide expertise on the selection, curation and adaptation of the teacher training materials;
- Oversee the training programme of 250 TTIs Teacher Trainers, and selected 2000 Master Trainers (e.g., school-based instructional leaders, school supervisors or inspectors, mentors, coaches);
- Provide expertise for the development of peer-support, peer-learning, knowledge and experience sharing among teachers via an Online Community of Practice.
- Coordinate and liaise with the MESU, the Institute of for Education Content Modernization and teacher training Institutes (TTIs) to successfully implement the programme;
- Coordinate and liaise with the external project partners and stakeholders;
- Manage the contracted service providers, which would include a follow-up on their progress and guidance for the successful implementation of their activities;
- Review and update the implementation plan and monitoring and evaluation framework of the programme on monthly basis and make recommendations for adjustments as needed;
- Coordinate regular project team meetings with the UNESCO and MESU focal points to discuss any problems or issues that arise and come up together with proposed solutions;
- Provide inputs related to the TPD component of the project into the project's visibility strategy for GPE and UNESCO in close coordination with the overall Project Coordinator in Ukraine; provide visibility materials (e.g., print, video, and audio) and content for advocacy about GPE-UNESCO’s activities in the implementation of the Project.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master's or equivalent) in international development, public administration, business administration, social sciences, education, education planning, human rights, communication/information management or other related field.
Work Experience
- Minimum of 4 years of progressively relevant experience in project or programme management and/or in a similar position in one of the following areas of expertise: international education development, educational communication, teacher policy, or skills trainings, especially those related to digital solutions and/or those aimed at teachers.
- Experience in the development of M&E systems/processes and performance indicators.
- Experience in applying management and business principles, to project management and external partnerships.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 50,761 US $.
