OVERVIEW OF THE FUNCTIONS OF THE POST
Associate National Project Officer will work will work under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority of the Liaison Officer, Kyiv, Office, and the direct supervision of the Programme Coordinator for Education. The incumbent will also work closely with UNESCO Headquarters staff, specifically in the Section for Teacher Development (ED/PLS/TED).
Specifically, the incumbent will be responsible for the following:
- Contribute to the development phases of teacher training courses by supporting the coordination of external providers and stakeholders, including the drafting of terms of reference, and supporting the contracting and administrative processes.
- Liaise with external providers to track and maintain Monitoring and Evaluation (M&E) Frameworks for training courses developed and system strengthening programmes, including the monitoring of end-beneficiaries reached, and course completion rates.
- Contribute the logistics and planning of project meetings, including with the Ministry of Education and Science of Ukraine (MESU) officials and teacher training institutions, and produce and catalogue the minutes of the meetings.
- Liaise with communications colleagues and external providers to catalogue and maintain assets in a central location and provide expertise on communications messaging, including identifying topics to be published as blogs, drafting, liaising with authors, editors and translators and preparing the communication products for publication in both English and Ukrainian.
- Support the management of external providers giving them the key information and guidance for the successful implementation of their activities.
- Liaise with teacher training institutions to ensure smooth collaboration for project implementation.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Masters or equivalent) in international development, public administration, business administration, social sciences, education, education planning, human rights, communication/information management or other related fields.
Work Experience
- Minimum of two years of professional experience in project or programme management and/or in a similar position, of which preferably one year at international level in one of the following areas of expertise: international education development, educational communication, teacher policy, or skills trainings, especially those related to digital solutions and/or those aimed at teachers.
- Experience in the development of M&E systems/processes and performance indicators.
- Experience in applying management and business principles to project management.
Skills & Competencies
- Ability to work in a collegial manner and build partnerships both within and externally to UNESCO.
- Ability to work independently and with minimum supervision.
- Excellent drafting skills and ability to produce technical reports.
- Excellent interpersonal skills, including the ability to effectively deal with partners and networks in private and public sectors in education and teacher development.
- Excellent level of IT skills (MS Office), Content Management Systems (CMS), and communication management.
Languages
- Excellent knowledge (oral and written) of English and Ukrainian.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 38,813 US $.
