Culture Expert – South Sudan
**
TERMS OF REFERENCE**
Overall purpose of assignment:
The consultant will be based in Juba, South Sudan, and work in the framework of the UNESCO Culture Programme for South Sudan in implementing national priorities in line with UNESCO’s Priority, Africa Flagship Programmes and the Africa Union’s Vision 2063 in order to achieve relevant SDGs for South Sudan.
UNESCO in South Sudan works closely with the Ministry of Culture, Youth and Sport particularly following the Government of South Sudan’s ratification of three UNESCO conventions, namely 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage, 2003 Convention for the Safeguarding of the Intangible Cultural Heritage and 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expression.
The consultant will provide direct technical support to the relevant Ministries on implementation of the above-mentioned conventions, and will provide technical assistance for the implementation of UNESCO’s two active projects, the South Sudan National Archives Project and “I love my country: Strategic Communications for Peacebuilding in South Sudan”.
Major duties and responsibilities:
Under the direct supervision of the Head of Office (HoO) in Juba, and in coordination with UNESCO Headquarters and the Regional Office for Eastern Africa, the Consultant will focus specifically on the following:
- South Sudan National Archives Project:
a) Coordinate the project, including technical input on project deliverables during project board meetings, and clear, effective communications with donors and partners;
b) Provide technical support to ensure effective design and implementation of all UNESCO project activities, including outreach and awareness raising (exhibitions, discussion panels, radio broadcasts, school outreach and documentation), and direct support to the Ministry of Culture, Youth and Sport;
c) Oversee the quality of the project deliverables by the implementing partners;
d) Carry out necessary administrative tasks to organize, implement and follow-up activities according to UNESCO's rules, procedures and formats;
e) Prepare progress/final reports on the project for the donor and
f) Based on technical assessments, draft areas for expansion of the project and the resource needs.
- “I love my country: Strategic Communications for Peacebuilding in South Sudan” project:
a) Manage and coordinate with the donor and Ministry of Culture, Youth and Sport on progress of the project;
b) Design and implement psychosocial support activities within PoC sites in Juba with agreed project partners;
c) Provide technical assistance to all project partners and
d) Prepare progress/final reports on the project for the donor.
- UNESCO conventions
a) Liaise with Ministry of Culture, Youth and Sport and the Ministry of Wildlife, Conservation and Tourism, with support from the UNESCO Regional Office, to submit potential sites to the World Heritage Tentative List for South Sudan;
b) Work with the Ministry of Culture, Youth and Sport and the Ministry of Wildlife, Conservation and Tourism to apply for funding for assessments of the potential sites and
c) Work with the HoO, UNESCO Regional Office, the Intangible Heritage Convention Secretariat, and the Ministry of Culture, Youth and Sport to identify priorities for Intangible Cultural Heritage for South Sudan.
- UNESCO Culture Strategic Framework
a) Work with HoO and relevant colleagues and stakeholders to initiate a dialogue to assist in the design of a strategic framework for UNESCO’s Culture Programme in South Sudan.
Expected deliverables:
· Monthly progress reports, which provide i) updates of the consultant’s contributions of technical assistance, ii) reports of concluded activities/technical capacity building meetings including any recommendations for follow up action.
Duration of contract:
Foreseen five months, January – May 2017, renewable subject to satisfactory performance and availability of funds.
Type of contract: Individual Consultant Contract
Fees: Equivalent to mid-level consultant rates per UNESCO rules and regulations, based on background and experience.
Qualifications/requirements:
Education : Master’s degree in a field related to World Heritage, culture heritage management or other relevant degree
Language : Excellent written and verbal proficiency in English
Experience : Minimum 7-8 years of work experience, with and good knowledge of the World Heritage Convention and its operationalization. Prior experience in UNESCO and Africa is an advantage.
