UNESCO Ramallah Office is supporting the development of Palestine's first policy institute focused on gender. As part of this process, it seeks an international consultant to support in the start up of the Gender Policy Institute (GPI). The institute as a non-partisan, autonomous entity whose policy driven mandate is to execute the following four core functions:
· Policy agenda setting – problem identification would underpin the center’s work
· Policy formulation – it would provide evidence-based action oriented policy advice and guidance for integrating gender across different sectors and national gender related strategies
· Policy review – provide review and recommendations at two levels. First why policy implementation is or is not working to change the reality of women and second, to review ministerial processes related to gender to help identify what works or does not
· Coordination – maintain the library as a shared resource, provide a platform and ‘safe’ space for policy debates, dialogues and idea exchanges
1.Objectives and Scope of Consultancy
In order to support and inform UNESCO Ramallah’s work in setting up the Gender Policy Institute, UNESCO Ramallah will hire a consultant to perform two separate but related functions. First, the consultant will serve as a mentor to the Executive Director supporting the start-up processes and procedures required to operationalize the institute. Second, the consultant will be required to support the initial policy work for GPI as an analyst and will help map and review current span of PA policies related to gender equality, non-discrimination and women’s rights. The consultant will perform the following tasks:
· Mentor the Executive Director and support her/him in managing the initial set up of the institute including developing standard operating procedures for financial and administrative requirements, provide expert guidance on developing strategy, budget and initial work plans, and support for initiating external relations and communications.
· Carry out a mapping and provide analysis of policies focused on gender equality and women’s rights across different ministries to understand the range and type of such policies and to establish a baseline for the work of the Gender Policy Institute
2.Deliverables
Outcome report on mentoring the Head of the GPI with detailed action plan and recommendations for follow up
Mapping and analysis of the range of PA policies related to gender equality, non-discrimination and women’s rights
Baseline report providing recommendations for areas of focus for the GPI for policy analysis
3.Duration
The timeframe for conducting the consultancy is from July to December 2017, including three missions to West Bank, (up to 45 days including home based work and mission).
4.Qualification and experience of the International consultant
The consultant must fulfill the following criteria:
· Master’s degree in Public Policy, Gender Studies or other relevant fields
· At least 10 years post graduate professional work experience in policy oriented environment
· Proven management experience especially in start-up organizations or in transition
· Demonstrated expertise of policy issues as they relate to gender equality, non-discrimination and women’s rights
· Proven experience (at least 5 years) with relevant research and analytical methodology and ability to apply such techniques to policy issues
· Strong writing and communication skills in English and proven ability to effectively articulate planning and policy issues to a wide variety of audiences
· The consultant certifies that they have or will secure the necessary visa/permit to travel to and work in the West Bank.
